Book excerpt: In Media Hot and Cold Nicole Starosielski examines the cultural dimensions of temperature to theorize the ways heat and cold can be used as a means of communication, subjugation, and control. Diving into the history of thermal media, from infrared cameras to thermostats to torture sweatboxes, Starosielski explores the many meanings and messages of temperature. During the twentieth century, heat and cold were broadcast through mass thermal media. Today, digital thermal media such as bodily air conditioners offer personalized forms of thermal communication and comfort. Although these new media promise to help mitigate the uneven effects of climate change, Starosielski shows how they can operate as a form of biopower by determining who has the ability to control their own thermal environment. In this way, thermal media can enact thermal violence in ways that reinforce racialized, colonial, gendered, and sexualized hierarchies. By outlining how the control of temperature reveals power relations, Starosielski offers a framework to better understand the dramatic transformations of hot and cold media in the twenty-first century.

It touches upon cable regulation in the deep sea concerning the International Seabed Authority and proposed biodiversity agreement. It indicates suitable measures on cable laying, etc., and security risks in the marine space beyond the national jurisdictions. To map States’ response, it explores the domestic cable regimes, including both the selected jurisdictions and Australia and New Zealand, analyses specific legal provisions and institutional set-up, and demonstrates state practices, approaches, and loopholes in the governance of the cable system within national jurisdictions. The book suggests adopting the spatial ocean management approach, dedicated regulatory authority, a competent enforcement agency, strict liability with exemplary punishment on cable damage, and the cable system to strengthen the cable system's management. Finally, it arranges the fundamental premises of a common minimum framework for national instruments seeking coastal states’ deliberations in implementing initiatives towards a robust law and policy for reliability, resiliency, and security of the cable system. The cable industries, pipeline, fishing, shipping industries, academicians, government authorities, international bodies, and the maritime community worldwide are looking at the issues and challenges of submarine cable regimes, particularly national regimes and suggestive remedial measures. Virtual entities that populate our digital experience, like e-books, virtual worlds, and online stores, are backed by the large-scale physical infrastructures of server farms, fiber optic cables, power plants, and microwave links. But another domain of material constraints also shapes digital living: the digital representations sketched on whiteboards, encoded into software, stored in databases, loaded into computer memory, and transmitted on networks. These digital representations encode aspects of our everyday world and make them available for digital processing. The limits and capacities of those representations carry significant consequences for digital society. In The Stuff of Bits, Paul Dourish examines the specific materialities that certain digital objects exhibit. He presents four case studies: emulation, the creation of a “virtual” computer inside another; digital spreadsheets and their role in organizational practice; relational databases and the issue of “the databaseable”; and the evolution of digital networking and the representational entailments of network protocols. These case studies demonstrate how a materialist account can offer an entry point to broader concerns—questions of power, policy, and polity in the realm of the digital.
