Missed opportunities by the U.S. to engage in diplomatic dialogue with Iran following the overthrow of the Pahlavi regime set the future course of animosity between the two nation states. An analysis of the last thirty plus years of U.S. policy towards Iran shows the inability of the U.S. to properly assess a diverse global strategic environment and produce policy commensurate to those challenges. Failure to recognize and contain the numerous external factors, which enabled Iran to develop its nuclear program, has played a key role in undermining U.S. policy efforts. The U.S. has consistently failed to consider those concerns underlying Iran's motivation to pursue a nuclear program and produce a policy relevant to those concerns. Analyzing the reasons U.S. policy toward Iran has failed in the past and the application of critical thinking to current and future policy strategy is the first step toward recommending an approach that produces both security and stability in the region and satisfies the national interests of all countries."-- Abstract

At the core of this challenge is one fundamental question: Is Iran attempting to build a nuclear weapon? Objective analysis reveals that Iran's dependence on oil and natural gas provides sufficient economic merit for Iran to pursue a peaceful nuclear program; without nuclear power to meet rising domestic energy needs, Iran's economy will suffer. Though the economic justification is valid, the security of Iran and the survival of its regime are overarching; acts of foreign interference in Iran's affairs have fueled the regime's quest for a nuclear weapon. For this reason, U.S. administrations since the 1979 revolution have striven to derail Iran's nuclear program through policies of containment, isolation, and denial of nuclear technology. Considering the current standoff between Iran and the U.S., we must ask another key question: How effective have U.S. policies been? The answer is simple; Iran has made significant progress in its nuclear program. Sanctions, political pressure, and threats proved no obstacle to Iran; worse still, ignoring IAEA and others' reports that found no convincing evidence that Iran is building nuclear weapons damaged U.S. efforts significantly. Iran's progress makes it clear that U.S. policies have failed, and its strategies must be discarded in favor of a new approach. This research implicates that a non-confrontational engagement policy, which acknowledges Iran's needs to build a peaceful nuclear program will provide President Obama and the U.S. the highest probability of preventing Iran from acquiring nuclear weapons.

The effectiveness of economic counterproliferation interdiction operations is frequently debated; however, counterproliferation operations have successfully stopped some global WMD illicit trade. What is unknown is the degree to which counterproliferation has inhibited further proliferation of WMD. Understanding the effectiveness of U.S.-led financial interdiction efforts against Iran's nuclear weapons program has significant policy implications. U.S. policy makers need to know whether their current financial interdiction operations are effective at stopping or delaying Iran' s nuclear weapon program. Evidence from the International Atomic Energy Agency indicates that the current U.S. economic counterproliferation strategy against Iran's nuclear weapons program failed to slow down Iran's nuclear program as uranium enrichment increased despite implementation of further economic sanctions; however, evidence indicates the overall counterproliferation strategy eventually brought Iran to the negotiation table, thus temporarily halting further nuclear weapons development. The final result of U.S.-led economic counterproliferation policy, along with the use of other counterproliferation tools, ultimately has been effective at disrupting and temporarily halting Iran's nuclear weapons program. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT.
