Book excerpt: This report describes the Job Performance Appraisal system (JPAS) that was developed in response to RPR 76-40 (revised) and the Civil Service Reform Act of 1978 (CSRA). JPAS development is traced from the initially proposed system to the final model which was delivered to the Office of Civilian Personnel Operations in January 19981. The JPAS became effective for all General Schedule and Federal Wage System employees on 1 Oct 81. This report specifically describes the requirements of the appraisal system as outlined by the CSRA, the Office of Personnel Management, and the Air Force. A description is given of the work plan and the rating process. The five ratings, Superior, Excellent, Fully Successful, Minimally Acceptable, and Unacceptable, are defined. Further, the quality and timeliness of training to ensure a successful system are emphasized, and recommendations to enhance and further strengthen the JPAS system are presented.

The appraisal form used in the system and the computational process used to determine merit pay increases are presented. The system provides for employee work plans comprised of job performance elements and written standards. The job performance elements are evaluated at the close of a rating period as being Met, Not Met, or Exceeded. A 5-point overall performance rating scale of Superior, Excellent, Fully Successful, Minimally Acceptable, or Unacceptable, used to determine an employee's performance rating, is objectively derived from the job requirements evaluation. Book excerpt: The Civil Service Reform Act of 1978 requires each government agency to develop a performance-based employee appraisal system. The purpose of this study was to determine how to effectively train more than 200,000 Air Force civilian employees to use the Job Performance Appraisal System (JPSA) designed by the Air Force. Experimental comparisons were made of the differing versions of two basic instructional prototypes: instructor-led and self-instructional. Results demonstrate that each approach teaches all occupational levels equally well, provided the instructor-based training is led by someone who is very knowledgeable in the system. However, students respond significantly more positively to instructor-led training than self-instructional training. (Author).

Included in this category are all General Schedule employees (GS 1-18) and all Federal Wage System employees (1-19), consisting of Wage Grade, Wage Leader, and Wage Supervisor). The supervisor, with employee encouraged participation, writes a work plan tailored to the uniqueness of that job. Of great importance in the work plan writing process is the establishment of channels of open communication between the supervisor and employee that guide employee performance throughout the year. The second part of JPAS is the actual performance appraisal. At the end of the rating period, the employee is rated based on the elements and standards in the work plan. Specifications for the JPAS can be found in Air Force Regulation 40-452.

Judged by pay-grade conversions, evaluation scores obtained were somewhat inflated, but the evaluations discriminated between higher and lower skilled jobs. A simple average of individual ratings closely approximates the consensus ratings arrived at during two-man conferences held by the judges. This finding eliminates the reason for limiting the number of judges to the small number who can attend such meetings. By means of regression analysis it was found that factors dealing with Knowledge, Adaptability and Resourcefulness, and Attention formed one group related factors while the factors measuring Responsibility for Safety of Others, Physical Effort, and Job Conditions were related to each other. Although there was overlap within the two groups each factor had a considerable amount of unique variance.

Book excerpt: Although ability testing has been an American preoccupation since the 1920s, comparatively little systematic attention has been paid to understanding and measuring the kinds of human performance that tests are commonly used to predictâ€"such as success at school or work. Now, a sustained, large-scale effort has been made to develop measures that are very close to actual performance on the job. The four military services have carried out an ambitious study, called the Joint-Service Job Performance Measurement/Enlistment Standards (JPM) Project, that brings new sophistication to the measurement of performance in work settings. Volume 1 analyzes the JPM experience in the context of human resource management policy in the military. Beginning with a historical overview of the criterion problem, it looks closely at substantive and methodological issues in criterion research suggested by the project: the development of performance measures; sampling, logistical, and standardization problems; evaluating the reliability and content representativeness of performance measures; and the relationship between predictor scores and performance measuresâ€"valuable information that can also be useful in the civilian workplace.
