Book excerpt: This book is a study of change in the methods and principles of English government in the sixteenth century, from the 'household' methods of the Middle Ages to the bureaucratic organization of a national monarchy. The most important decade, 1530-40, is given most concentrated attention, but the earlier and later phases are also touched upon. The study deals with the organs of central government: the financial machinery and the new courts; seals and secretariats and the rise of the secretary of state; the council and the making of the privy council; the royal household and its retirement from national government. When this neglected aspect of its history is studied, the sixteenth century is once again seen as an age of revolution. It becomes clear that it was Thomas Cromwell who was the principal figure in the government of the 1530's, and both his mind and his real intentions are shown in a fresh light.

Since then much detailed research has been undertaken, particularly on the Armada, the end of Henry VIII's reign and the early Elizabethan period. Further research on the intervening periods now presents a much more even picture of development, although the pace of advance was uneven. At the same time naval history has tended to be seen in isolation, presented by special naval experts. It is better understood as a part of the general administrative, political and above all financial history of the period. This book is designed to present a whole story, set in its proper contemporary context.

It takes as its subject not the conversion of English subjects to a new religion but rather their political responses to a Reformation perceived as an act of state and hence, like all early modern acts of state, negotiated between government and people. These responses included not only resistance but also significant levels of accommodation, co-operation and collaboration as people attempted to co-opt state power for their own purposes. This study argues, then, that the English Reformation was not done to people, it was done with them in a dynamic process of engagement between government and people. As such, it answers the twenty-year-old scholarly dilemma of how the English Reformation could have succeeded despite the inherent conservatism of the English people, and it presents a genuinely post-revisionist account of one of the central events of English history.
