This book explores the work of Black intellectual-activists of the first half of the twentieth century, including Hubert Harrison and W. E. B. Du Bois, that took a pro-Japan stance to articulate the connection between local and global dimensions of antiracism. Turning to two places rarely seen as a part of the Black experience, Japan and Okinawa, the book also presents the accounts of a group of Japanese scholars shaping the Black studies movement in post-surrender Japan and multiracial coalition-building in U.S.-occupied Okinawa during the height of the Vietnam War which brought together local activists, peace activists, and antiracist and antiwar GIs. Together these cases of Afro-Asian solidarity make known political discourses and projects that reworked the concept of race to become a wellspring of aspiration for a new society. Book excerpt: In recent times, the Asia-Pacific region has far surpassed Europe in terms of reciprocal trade with the United States, and since the 1980s immigrants from Asia entering the United States have exceeded their counterparts from Europe, reversing a longstanding historical trend and making Asian Americans the country’s fastest growing racial group. What does transpacific history look like if the arc of the story is extended to the present? The essays in this volume offer answers to this question challenging current assumptions about transpacific relations. Many of these assumptions are expressed through fear: that the ascendance of China threatens a U.S.-led world system and undermines domestic economies; that immigrants subvert national unity; and that globalization, for all its transcending of international, cultural, and racial differences, generates its own forms of prejudice and social divisions that reproduce global and national inequalities. The contributors make clear that these fears associated with, and induced by, pacific integration are not new. Rather, they are the most recent manifestation of international, racial, and cultural conflicts that have driven transpacific relations in its premodern and especially modern iterations. Pacific America differs from other books that are beginning to flesh out the transnational history of the Pacific Ocean in that it is more self-consciously a people’s history. While diplomatic and economic relations are addressed, the chapters are particularly concerned with histories from the “bottom up,” including attention to social relations and processes, individual and group agency, racial and cultural perception, and collective memory. These perspectives are embodied in the four sections focusing on China and the early modern world, circuits of migration and trade, racism and imperialism, and the significance of Pacific islands. The last section on Pacific Islanders avoids a common failing in popular perception that focuses on both sides of the Pacific Ocean while overlooking the many islands in between. The chapters in this section take on one of the key challenges for transpacific history in connecting the migration and imperial histories of the United States, Japan, China, Korea, Vietnam, and other nations, with the history of Oceania.

Monica DeHart makes visible the history of transregional encounters and relations that have produced local development, including Central America's partnership with Taiwan, the formative role of the Chinese diaspora, and US interventions. That history illuminates how Orientalist formulations of racial and cultural difference continue to shape local perceptions of Chinese initiatives despite the presence of multiple forms of Chineseness. Interviews with politicians, bureaucrats, entrepreneurs, labor leaders, development consultants, ethnic associations and everyday citizens in Guatemala, Costa Rica and Nicaragua, highlight the centrality of trade, infrastructure, and corruption as key arenas for debating Chinese influence. Transpacific Developments shows why current development collaborations with Beijing cannot be perceived as wholly new or unique, nor its outcomes predetermined. Instead, a longer history of transpacific relations and ideas of difference define local expectations for what Chinese development might mean for Central American futures and the forms of identity and sovereignty on which they will rely.

Book excerpt: What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

The layered structure of the subsurface circulation, which had been predicted in the hypothetical model proposed prior to the research, is verified through Eulerian and Lagrangian measurements of current. By the use of the numerical model, the deep circulation of the Philippine Sea, which has been long supposed to be isolated from the North Pacific, is revealed to be derived in close association with that of the latter ocean. Behavior of the deep current around the equator is also clarified by numerical modeling. By the extensive use of sediment trapping technology, it becomes clear that sinking sediments play an important role in the distribution of chemical substances in the deep ocean. Graduate students in the field of oceanography will find this a good textbook.
