Book excerpt: The Canada Health and Social Transfer (CHST), introduced in the 1995 federal budget, collapses existing federal transfers to the provinces into a single block transfer and reduces the overall level of the transfer. This book argues that the CHST represents a critical initial step in the direction of preserving and promoting a Social Canada. The book starts with an examination of the mechanics of the transition from the status quo to the CHST, with an emphasis on all-province flows. The book then directs attention to the effects on the individual provinces, including the allocation of CHST entitlements and interactions among entitlements and other transfers. It also examines alternative allocation formulas for 1997/98. Finally, the book responds to criticisms of the CHST in the areas of welfare, health, and postsecondary education, and discusses the role of the CHST in promoting an internal social union.
