Book excerpt: The Tower Shielding Facility (TSF) is the only reactor facility in the US that was designed and built for radiation-shielding studies in which both the reactor source and shield samples could be raised into the air to allow measurements to be made without interference from ground scattering or other spurious effects. The TSF proved its usefulness as many different programs were successfully completed. It became active in work for the Defense Atomic Support Agency (DASA) Space Nuclear Auxiliary Power, Defense Nuclear Agency, Liquid Metal Fast Breeder Reactor Program, the Gas-Cooled and High-Temperature Gas-Cooled Reactor programs, and the Japanese-American Shielding Program of Experimental Research, just to mention a few of the more extensive ones. The history of the TSF as presented in this report describes the various experiments that were performed using the different reactors. The experiments are categorized as to the programs which they supported and placed in corresponding chapters. The experiments are described in modest detail, along with their purpose when appropriate. Discussion of the results is minimal, but references are given to more extensive topical reports.

Book excerpt: This manual provides information necessary to operate and perform maintenance on the reactor systems and all equipment or systems which can affect their operation or the safety of personnel at the Tower Shielding Facility. The first four chapters consist of introductory and descriptive material of benefit to personnel in training, the qualifications required for training, the responsibilities of the personnel in the organization, and the procedures for reviewing proposed experiments. Chapter 8, Emergency Procedures, is also a necessary part of the indoctrination of personnel. The procedures for operation of the Tower Shielding Reactor (TSR-II), its water cooling system, and the main tower hoists are outlined in Chapters 5, 6, and 7. The Technical Specification surveillance requirements for the TSR-II are summarized in Chapter 9. The maintenance and calibration schedule is spelled out in Chapter 10. The procedures for assembly and disassembly of the TSR-II are outlined in Chapter 11.

Book excerpt: This removal site evaluation report for the Tower Shielding Facility (TSF) at Oak Ridge National Laboratory was prepared to provide the Environmental Restoration Program with information necessary to evaluate whether hazardous and/or radiological contaminants in and around the Tower Shielding Facility pose a substantial risk to human health or the environment (i.e., a high probability of adverse effects) and if remedial site evaluations or removal actions are, therefore, required. The scope of the project included a review of historical evidence regarding operations and use of the facility; interviews with facility personnel concerning current and past operating practices; a site inspection; and identification of hazard areas requiring maintenance, removal, or remedial actions. Based an the findings of this removal site evaluation, adequate efforts are currently being made at the TSF to contain and control existing contamination and hazardous substances on site in order to protect human health and the environment No conditions requiring maintenance or removal actions to mitigate imminent or potential threats to human health and the environment were identified during this evaluation. Given the current conditions and status of the buildings associated with the TSF, this removal site evaluation is considered complete and terminated according to the requirements for removal site evaluation termination.

The information required to procure, fabricate, inspect, and assemble a CMH is contained in the ORNL engineering drawings listed in the appropriate sections. The components are fabricated and inspected from these drawings in accordance with a Quality Assurance Plan and a Manufacturing Plan. The material in this report describes the acceptance and performance tests of CMH subassemblies used ty the Tower Shielding Facility (TSF) staff but it can also be used by personnel fabricating the components. This information which was developed and used before the advent of the formalized QA Program and Manufacturing Plans evolved during the fabrication and testing of the first five CMHs.

Radiation-intensity measurements were made at the Tower Shielding Facility in two concrete-shielded bunkers and in an interconnecting tunnel. Prompt weapons radiation was simulated by the Tower Shielding Reactor II (TSR-II), which was operated 100 ft above the ground. The distance between the reactor and the bunkers was approximately 700 ft. The bunkers were each 12-ft cubes and were constructed so that the shield thickness on the front face of one and on the top face of the other could be varied in 4-in. steps from 0 to 20 in. The thickness of concrete and dirt surrounding all other faces was sufficient to make them black to incident radiation. The gamma-ray and fast-neutron dose rates and thermal-neutron fluxes measured at various positions within the bunkers and in the tunnel and the pulse-height spectra from a 3-in. sodium iodide crystal determined at one position in the top bunker and one position in the tunnel are reported.

A powerful reactor (to 1 MW thermal) is used with spectral modifiers to provide neutron spectra close to those associated with the various parts of an LMFBR. The source strength allows measurements through shields of full reactor thickness using sensitive detectors. The detectors include spectrometers and dosimeters for both neutrons and gamma rays. A large exclusion area provides much flexibility in arranging shield assemblies to be studied.

Book excerpt: A large drop test facility has been constructed at the Tower Shielding Facility (TSF) at the Oak Ridge National Laboratory. A 670- metric ton impact pad was constructed of reinforced concrete and armor plate and located between two 96-m-tall towers of the TSF. The towers, with heavy-duty hoisting equipment attached at their tops, are 39 m apart and are capable of lifting and dropping casks from heights of 60 m. Casks weighing 100 metric tons can be tested at 9 m, whereas lesser weight casks can be handled at greater heights. The design, construction, and operating capability of this facility are desccribed.
