The future of America, Russia, and of Western civilization depends on that. The lives of millions will be in jeopardy if we don't do what is right today. Given the global nature of this fight, it is in the interests of our national interests to understand the growth of extremism in other parts of the world and in other countries, such as Russia. It is alarming to read reports of Muslims living in peaceful and in free democratic countries being attracted or recruited into radical Islamic terrorism. This frightening reality is happening in Europe and elsewhere. Media reports indicate that over 2,000 Russian-born fighters may have traveled to the Middle East to join ISIL. Extremist forces continue to plot attacks against both the United States and Russia. If we work together, we will be better able to protect our people, stop attacks, and kill violent terrorists.

Most recently, Chechen aspirations to achieve full independence after the break-up of the Soviet Union led to two disastrous wars. While the active phase of the Chechen conflict ended in 2000 -- more than a decade ago -- the underlying social, economic, and political issues of the region remain. A low-level insurgency continues to persist in the North Caucasus region, with occasional terrorist attacks in the Russian heartland. There are few reasons to expect any substantial improvement in the situation for years to come. Chechnya functions as a de facto independent entity; Islamist influence in Dagestan is growing, terror attacks continue, and the rest of the North Caucasus requires massive presence of Russian security services to keep the situation under control. Preventing the North Caucasus from slipping back into greater instability requires tackling corruption, cronyism, discrimination, and unemployment -- something the Kremlin has so far not been very willing to do. "Small wars" in the Caucasus resonated as far away as Boston, MA, and more international attention and cooperation is necessary to prevent the region from blowing up.

Terrorist bombings and acts of sabotage in Dagestan, Ingushetia, and Chechnya are perceived as somehow intrinsic to the region. But a recent tragedy in the Volga region suggests that this sort of violence--and the Islamist terrorists who perpetrate it--may not be confined to the Caucasus. With these attacks and counterattacks, the problem of inter-Islamic tensions in the Volga region suddenly became real. To examine this increasingly serious situation, this report sheds light on the ideological sources and resources of radicalism in the Volga region, nonofficial Islamic movements' support among the regional population, and opportunities for the potential growth of different forms of Islamist activities. It describes the origins of different nonofficial Islamic movements, as well as their post-Soviet development, ideology, and relationship with the authorities and official Muslim clergy.
