Transforming Displaced Women in Sudan examines the lives of women who have forged a new community in a shantytown on the outskirts of Khartoum, the largely Muslim, heavily Arabized capital in the north of the country. Sudanese-born anthropologist Rogaia Mustafa Abusharaf delivers a rich ethnography of this squatter settlement based on personal interviews with displaced women and careful observation of the various strategies they adopt to reconstruct their lives and livelihoods. Her findings debunk the myth that these settlements are utterly abject, and instead she discovers a dynamic culture where many women play an active role in fighting for peace and social change. Book excerpt: The civil war that has intermittently raged in the Sudan since independence in 1956 is, according to Francis Deng, a conflict of contrasting and seemingly incompatible identities in the Northern and Southern parts of the country. Identity is seen as a function of how people identify themselves and are identified in racial, ethnic, cultural, linguistic, and religious terms. The identity question related to how such concepts determine or influence participation and distribution in the political, economic, social, and cultural life of the country. War of Visions aims at shedding light on the anomalies of the identity conflict. The competing models in the Sudan are the Arab-Islamic mold of the North, representing two-thirds of the country in territory and population, and the remaining Southern third, which is indigenously African in race, ethnicity, culture, and religion, with an educated Christianized elite. But although the North is popularly defined as racially Arab, the people are a hybrid of Arab and African elements, with the African physical characteristics predominating in most tribal groups. This configuration is the result of a historical process that stratified races, cultures, and religions, and fostered a "passing" into the Arab-Islamic mold that discriminated against the African race and cultures. The outcome of this process is a polarization that is based more on myth than on the realities of the situation. The identity crisis has been further complicated by the fact that Northerners want to fashion the country on the basis of their Arab- Islamic identity, while the South is decidedly resistant. Francis Deng presents three alternative approaches to the identity crisis. Book excerpt: Using more than a decade's worth of fieldwork in South Sudan, Clémence Pinaud here explores the relationship between predatory wealth accumulation, state formation, and a form of racism—extreme ethnic group entitlement—that has the potential to result in genocide. War and Genocide in South Sudan traces the rise of a predatory state during civil war in southern Sudan and its transformation into a violent Dinka ethnocracy after the region's formal independence. That new state, Pinaud argues, waged genocide against non-Dinka civilians in 2013-2017. During a civil war that wrecked the region between 1983 and 2005, the predominantly Dinka Sudan People's Liberation Army (SPLA) practiced ethnically exclusive and predatory wealth accumulation. Its actions fostered extreme group entitlement and profoundly shaped the rebel state. Ethnic group entitlement eventually grew into an ideology of ethnic supremacy. After that war ended, the semi-autonomous state turned into a violent and predatory ethnocracy—a process accelerated by independence in 2011. The rise of exclusionary nationalism, a new security landscape, and inter-ethnic political competition contributed to the start of a new round of civil war in 2013, in which the recently founded state unleashed violence against nearly all non-Dinka ethnic groups. Pinaud investigates three campaigns waged by the South Sudan government in 2013–2017 and concludes they were genocidal—they sought to destroy non-Dinka target groups. She demonstrates how the perpetrators' sense of group entitlement culminated in land-grabs that amounted to a genocidal conquest echoing the imperialist origins of modern genocides. Independence prompted discussions about South Sudanese identity and shared history, in which material objects and cultural heritage featured as vitally important resources. However, the long-term effects of colonialism and conflict had largely precluded any concerted attempts to preserve material culture within the country; museums remained in Khartoum, the capital of the formally united Sudan. Book excerpt: The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.
