It accounts for variations in the degree of liberalization across sectors and issue areas through case studies centered on the policies related to trade, FDI, and finance. Sources of influences on this process such as democratization, the state's developmental legacy, societal interests, ideational diffusion, and external stakeholders are incorporated into an analysis that identifies their impact on policy outcomes. This project looks at how significant changes in the internal and external parameters of the Korean economy generated coalitions favoring a more liberalized domestic economic order and those which sought to defend Korea's state-centered, mercantilistic developmental model. It offers a detailed explication of the manner in which Korean policymakers sought to formulate political outcomes that accommodated a disparate array of actors with diverging preferences into the policy process, while seeking to serve their own particular multifaceted interests. It finds that while external and domestic proponents of reform were successful in pushing Korea into increasingly deeper levels of liberalization, these efforts were continually conditioned and often attenuated by the institutional legacies of the developmental era and the social forces that were unleashed by democratization. This left the Korean economy with a fragmented set of foreign economic policies that reflected the incomplete and highly contested liberalization reform initiatives that colored policymaking during this period.

Book excerpt: As more and more countries seek to liberalise their foreign investment regimes to attract global flows of foreign direct investment (FDI), an essential question for policy-makers is no longer just what to reform but also how to reform. How is a reformist government to sell the idea of reform to the general public and to counter any opposition to reform? How are those who lose from reform in the short term to be compensated? Does sequencing of reforms matter? Korea offers a particularly interesting case study because its reforms beginning in the 1990s were both rapid and far-reaching. Based on the OECD FDI Regulatory Restrictiveness Index, Korea was the biggest reformer of its policies towards FDI between 1997 and 2010 among a sample of 40 developed and emerging countries. The objective of this study is to document the liberalisation of the FDI regime in Korea and to examine how and why it came about. What were the main obstacles and what were the main drivers? How did FDI liberalisation relate to other reforms (trade policy and regulatory reform, policies towards outward investment)? The paper does not ask what more Korea needs to do but rather what lessons can we draw from the Korean experience about how to achieve rapid and sustainable reforms? The insights from Korean liberalisation are useful for other countries, particularly non-OECD members in Asia and elsewhere, which still have high levels of statutory restrictions as measured by the FDI Index. Many of these countries are eager to attract more investment and recognise that they will need to reform their investment regime but are unsure how best to proceed. Each country?s reform path is unique, and this study will not provide a roadmap for other countries to follow, but it will nevertheless serve as a useful model for reformers in other countries and provide evidence that successful reform is accompanied by rising inflows of direct investment.

While Russia and China withdrew the last of their forces in 1958, the United States maintains 37,000 troops in South Korea and is pledged to defend it with nuclear weapons. In Korean Endgame, Selig Harrison mounts the first authoritative challenge to this long-standing U.S. policy. Harrison shows why North Korea is not--as many policymakers expect--about to collapse. And he explains why existing U.S. policies hamper North-South reconciliation and reunification. Assessing North Korean capabilities and the motivations that have led to its forward deployments, he spells out the arms control concessions by North Korea, South Korea, and the United States necessary to ease the dangers of confrontation, centering on reciprocal U.S. force redeployments and U.S. withdrawals in return for North Korean pullbacks from the thirty-eighth parallel.
