It attempts to strike a balance between deterrence and actual war performance value without an overreliance on one or the other. The former supports the foreign policy of peaceful coexistence, while the latter, in conjunction with peaceful coexistence, provides for the security of national interests. Soviet strategic doctrine gives the Soviet Union the capability to respond to various levels of threats, while maintaining its self-proclaimed roles as the 'pillar of world peace' and the leader of the world socialist revolutionary movement. It is based on the image and conduct of future war and the threat this poses to Soviet national security; it is not based on the political utility of war, or the initiation of war as an instrument of policy. So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice. China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. She reveals what this foreign policy offers China through a comparative study of aspiring powers in the nineteenth and twentieth centuries. She explores its role in China’s border disputes in the South China Sea and with Russia and India; in diplomacy in the UN Security Council over Iran, Sudan, and Myanmar; and in China’s handling of challenges to the legitimacy of its regime from Taiwan, Xinjiang, and Japan.

What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Particularly in the field of arms control and disarmament, Soviet perceptions carry severe implications for U.S. proposals as well as general behavior. Lockwood bases his examination on Soviet sources such as newspapers, periodicals, radio broadcasts, and books. He establishes that Soviet analysts tend to project their own notions of clear strategy onto U.S. doctrine and intentions. Starting from the premise that the Soviets mean what they say Lockwood is able to give a historical account of Soviet perceptions starting from "massive retaliation" up to and including Presidential Directive 59. In his final chapter, the author gives possible policy strategies to successfully counteract the Soviet military policy.
