It analyzes the disparity between collateral damage effects at the strategic, operational, and tactical levels over the span of a half century. A significant amount of research on the effects of collateral damage from strike warfare focuses on legal, humanitarian, and moral issues. To oversimplify, killing non-combatants is bad, but it happens, and not always by accident. Therefore, it is instructive to gain knowledge on how it affects policy and strategy. Depending on the conflict and time period, U.S. administrations and war strategists have put the priority of mitigating collateral damage at different levels. Understanding the reasoning and timing behind the political and military attitudes toward collateral damage is helpful to understanding how the potential for civilian casualties fits into military strategy as a whole.

Book excerpt: Why do states who are committed to the principle of civilian immunity and the protection of non-combatants end up killing and injuring large numbers of civilians during their military operations? Bugsplat explains this paradox through an in-depth examination of five conflicts fought by Western powers since 1989. It argues that despite the efforts of Western military organizations to comply with the laws of armed conflict, the level of collateral damage produced by Western military operations is the inevitable outcome of the strategies and methods through which their military organizations fight wars. Drawing on their superior technology and the strategic advantage of not having to fight on their own territory, such states employ highly-concentrated and overwhelming military force against a wide variety of political, economic, and military targets under conditions likely to produce high civilian casualties. As a result, collateral damage in western-fought wars is largely both foreseeable and preventable. The book title is derived from the name of a computer program that had been used by the Pentagon to calculate probable civilian casualties prior to launching air attacks.

Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan. This volume examines three key and interrelated dimensions of these new precision-strike capabilities: (1) the strategic and foreign policy drivers and consequences; (2) the legal and moral implications of the new capabilities; and (3), the implications for decision-making at the strategic, operational and tactical levels. Based on a combination of official and unofficial (but always authoritative) sources, he builds a thorough case for the true lessons of NATO's first battle fought within Europe. After consideration of the historical, major political, and strategic factors that set the stage for the Kosovo campaign, Cordesman critically examines the actual effectiveness of the NATO air campaigns, both in Kosovo and Serbia proper. Operations in this rugged part of Europe were difficult, and compounding the challenges of terrain and weather were the conflicting national agendas within the Allied coalition that seriously hampered focused and decisive action by NATO. Although Milosevic ultimately conceded defeat, all of these factors played an important role in limiting the intensity and shaping the military outcome of the campaign, and the likely political and strategic results were far from certain. Cordesman unflinchingly concludes, that the air campaign over Kosovo exposed deep fault lines within and among the NATO countries and fundamental flaws in the way the West wages war.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centersâ€"the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
