The third chapter discusses the institutional framework for planning the evolving planning institutions and the emergence of the planning profession in the country and Rivers State. Chapter four examines political and economic forces and the substantive urban planning issues and problems faced by planners in the PH metropolis. Chapter five focuses on PH urban politics, planning administration and institutions. Chapters six and seven focus on the responses of planning to environmental, housing problems, transportation, land use, local economic development, and urban services issues. It documents how urban development and planning policies pertaining to these issues affect urban population groups and how the populations have responded to the outcomes of conventional planning intervention and offers alternative policies. In chapter eight, the problems of plan implementation is examined focusing on the implementation of the Diobu Master Plan, while chapters nine, ten, and eleven present physical planning and development control within the context of local government system in Rivers State. In chapter twelve, the book presents planning for a new town, New Finima, in Rivers State, designed to resettle the Finima. Chapters thirteen and fourteen dwell on the problem of rural urban balance and regional planning in Rivers State and Nigeria in general. It focuses special attention on the problem of urban and rural disparities as the key issue facing regional planning and suggests measures for ensuring that urban planning promotes the welfare of all and enhances the opportunities for the procurement of benefits of development programs by all socioeconomic groups. The book concludes with chapter fifteen on planning imperatives to make the Port Harcourt metropolis livable.

Politics is identified as an essential ingredient in planning. The comprehensive nature of a plan and the varied interests of various interest groups demand role-play by a planner, a developer, the politician and the citizen. It further calls for an appropriate approachtowards the articulation and distribution of community needs and the need for politicking in the planning process. Geoffrey C. Unaegbu is a Senior Lecturer and one time the Coordinator of School of Environmental Sciences, comprising of Departments of Estate Management, Geography, Land Surveying and Urban and Regional Planning at Imo State University Owerri, Imo State, Nigeria. He received his postgraduate degree from The Catholic University of America, Washington D.C., U.S.A. He was a Director of Planning at Environment Research Systems Ltd., Emporia, Kansas, U.S.A. Later, he became a pioneer Lecturer and Head of Urban and Regional Planning at former Imo State University, Etiti, Imo State which was later ceded to Abia State of Nigeria. He served as a Head of Urban and Regional Planning at Abia State University, Uturu, Abia State, Nigeria. Between 1998 to 2001, he was the Vice Chairman of Nigerian Institute of Town Planners (NITP), Imo State Chapter. Issues in Urban And Regional Planning is a cumulative effort of his experience in teaching and practice in Urban And Regional Planning, and a product of his research in the United States of America during his sabbatical leave there.

The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates.
