In addition to providing an annual overview on the state of Canadian forestry, the report places particular emphasis on Canada's forests as a source of commercial timber, and on management and environmental issues related to timber production. A national forest account is introduced to show the changes in the forest resource as it is depleted by harvesting, fire and insects, and replenished through reforestation and intensive management activities. Data are included from the mid-1970s to the present on exports by province and their value, their contribution to the balance of trade, employment, and types of materials produced.

In its social role, the forest offers both recreational opportunities (e.g., outdoor activities, hunting), fulfills the spiritual and subsistence needs of the First Nations, and also represents a form of land use that contributes to the vitality of rural communities. The forest's economic role can be described in general terms as resource development for economic profit. The forestry crises that have plagued Canada for many years have various causes, but similar effects: factories close, jobs are lost and rural communities become more vulnerable. Therefore, the current crisis is most closely linked to the economic role of the forest, and it is this aspect that has caught the media's attention. However, the forest's economic role cannot be examined in isolation because the forest's three main roles are constantly interacting.
