UN-Habitat suggests a fresh approach to prosperity beyond the solely economic emphasis, including other vital dimensions such as quality of life, adequate infrastructures, equity and environmental sustainability. The Report proposes a new tool – the City Prosperity Index – together with a conceptual matrix, the Wheel of Prosperity, both of which are meant to assist decision makers to design clear policy interventions. The Report advocates for the need of cities to enhance the public realm, expand public goods and consolidate rights to the 'commons' for all as a way to expand prosperity. This comes in response to the observed trend of enclosing or restricting these goods and commons in enclaves of prosperity, or depleting them through unsustainable use. The Report maps out major policy steps to promote a new type of city – the city of the twenty-first century – that is a 'good', people-centred city. One that is capable of integrating the tangible and more intangible aspects of prosperity, and in the process shedding off the inefficient, unsustainable forms and functionalities of the city of the previous century. By doing this, UN-Habitat plays a pivotal role in ensuring that urban planning, legal, regulatory and institutional frameworks become instruments of prosperity and well-being.

Despite significant overall growth, the continent continues to suffer under very rapid urban growth accompanied by massive urban poverty and many other social problems. These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all. This report, therefore, argues for a bold re-imagining of prevailing models in order to steer the ongoing transitions towards greater sustainability based on a thorough review of all available options. Wishing to bring communities together and narrow economic gaps, governments have made large capital investments in transport corridors and “new cities.†? Hoping to provide jobs in places with little economic activity, governments have designated new industrial zones supported by spatially targeted business incentives. Yet the results of these place-based initiatives in MENA are limited. The disparities between capital cities and lagging areas, and between richer and poorer quarters of cities, remain stark. Across much of the region, a fortunate few are connected to opportunity, while many more people are marginal to the formal economy—or live outside it, seemingly forgotten. Why have place-based spatial initiatives in MENA countries largely underdelivered, not yielding more sustainable jobs and growth? Although the challenges are many and vary across the region, this book explains that many of these place-based policies get one thing wrong: they attempt to treat inequity‘s spatial and physical symptoms, not its causes. Book excerpt: Fifteen years after the end of a protracted civil and regional war, Beirut broke out in violence once again, forcing residents to contend with many forms of insecurity, amid an often violent political and economic landscape. Providing a picture of what ordinary life is like for urban dwellers surviving sectarian violence, The Insecure City captures the day-to-day experiences of citizens of Beirut moving through a war-torn landscape. While living in Beirut, Kristin Monroe conducted interviews with a diverse group of residents of the city. She found that when people spoke about getting around in Beirut, they were also expressing larger concerns about social, political, and economic life. It was not only violence that threatened Beirut’s ordinary residents, but also class dynamics that made life even more precarious. For instance, the installation of checkpoints and the rerouting of traffic—set up for the security of the elite—forced the less fortunate to alter their lives in ways that made them more at risk. Similarly, the ability to pass through security blockades often had to do with an individual’s visible markers of class, such as clothing, hairstyle, and type of car. Monroe examines how understandings and practices of spatial mobility in the city reflect social differences, and how such experiences led residents to be bitterly critical of their government. In The Insecure City, Monroe takes urban anthropology in a new and meaningful direction, discussing traffic in the Middle East to show that when people move through Beirut they are experiencing the intersection of citizen and state, of the more and less privileged, and, in general, the city’s politically polarized geography.
