Book excerpt: According to the data of the federal Treasury, in January-August 2014 federal budget revenues rose by 0.9 p.p. of GDP as compared to the respective period of the previous year; within 7 months of 2014 the revenues of the consolidated budget of constituent entities of the Russian Federation rose by 0.2 p.p. of GDP as compared to January-July 2013. Within 8 months of 2014, federal budget expenditures decreased by 0.2 p.p. of GDP as compared to the respective period of 2013; within 7 months expenditures of the consolidated budget of constituent entities of the Russian Federation were 0.1 p.p. of GDP lower than in June-July 2013. On the basis of the results of execution of budgets, surplus is registered: 2.0% of GDP in January-August 2014 as regards the federal budget and 0.7% of GDP in January-July 2014 as regards the consolidated budget of constituent entities of the Russian Federation. On September 18, 2014, the Government of the Russian Federation approved the draft law of the federal budget in the mid-term prospect, while the initial comments on the main parameters of the fiscal policy were given by the Minister of Finance at the Investment Forum in Sochi. According to the Finance Minister, the next year will be the most difficult in terms of financial and economic stability both for the country in general and the private sector and the population in particular.

Book excerpt: Based on the data supplied by the Federal Treasury of Russia, in the period of January 2014 thru February 2014, federal budget revenues amounted to Rb 2368,1bn or 22.5% of GDP, an increase of 1.6 p.p. of GDP against the corresponding period in 2013. Within the first two months in 2014 oil and gas revenues increased 1.4 p.p. of GDP as compared to the same period of previous year. A weakening of t he ruble exchange rate against the US dollar and Euro was the key driver that pushed up federal budget revenues. A reduction of 1.4 p.p. of GDP in the federal budget expenditures in January thru February 2014 against the same two months of previous year to 22.2% of GDP (Rb 2337,6bn) resulted in a federal budget surplus of 0.3% of GDP or Rb 30,5bn in the period of January thru February 2014.

Book excerpt: According to the preliminary data of the Ministry of Finance of the Russian Federation, on the basis of the results of January-December 2014 both revenues and expenditures of the federal budget rose by 0.3 p.p. of GDP as compared to the same period of the previous year. For 11 months of 2014, the revenues and expenditures of the consolidated budget of constituent entities of the Russian Federation rose, too, by 0.2 and 0.1 p.p. of GDP, respectively, as compared to January-November 2013. On the basis of the results of 2014, the deficit of the federal budget amounted to 0.5% of GDP, while the consolidated budget of constituent entities of the Russian Federation in January-November 2014 was executed with a small surplus of 0.1% of GDP. So, consolidation of negative factors such as a drop in global prices on hydrocarbons and depreciation of the ruble exchange rate has not affected much so far the execution of the revenue and expenditure sides of the federal budget and the consolidated budget of constituent entities of the Russian Federation. However, the Government of the Russian Federation and experts in public finances are unanimous that 2015 is going to become one of the most complicated years for the budget system of Russia in the past 15 years.

Despite the impact of numerous external and internal negative factors, such as sanctions, a decrease in prices on hydrocarbons and slowdown of economic growth rates, the Government of the Russian Federation refused for the time being to revise the main parameters of the federal budget for the next three-year period and on November 21, 2014 the draft federal budget was approved by the Lower Chamber of the Federal Assembly without significant changes.

Book excerpt: According to data released by the RF Federal Treasury, Russia's federal budget revenue over the period of January-November 2014 increased by 0.5 p.p. of GDP on the same period of 2013 due to growth, by 0.5 p.p. of GDP, of the volume of oil and gas revenue.The main factor responsible for the upward movement of the oil and gas revenue index (and the corresponding upward movement of federal budget revenue) in face of plummeting world oil prices (to $60 per barrel) was the ruble's dramatic weakening against the USD and euro. Thus, the federal budget surplus of 1.9 % of GDP achieved over the first eleven months of 2014, as well as the surplus of 0.4 % of GDP in the consolidated budget of RF subjects achieved over the ten months of 2014, can by no means be regarded as manifestations of the budget system's sustainability as a whole. As early as late October 2014, Moody's Investors Service rating agency downgraded Russia's credit rating index from Baa1 to Baa2, pointing out in this connection that any further weakening of this country's national currency will have an extremely negative effect on the economy.
