Book excerpt: The Alexander von Humboldt Colloquium on Celestial Mechanics (sub titled "The Stability of Planetary Systems") was held in Ramsau, Styria, in the Austrian Alps, from March the 25th to the 31st, 1984. The dedication of the meeting to Alexander von Humboldt presented partici pants with the challenge that the discussions during the week should reflect the spirit of that great scientist of the last century, that the very many interesting ideas presented and developed during the sessions should be interpreted in the light of a broad v~ew of astron omy and astrophysics. The topics of the meeting ranged from astrometric questions relating to the specification of inertial reference systems, motion of planets (including minor planets) and satellites, with the recurring topic of the search for criteria of stability of the systems, resonances, periodic orbits, and to the origin of the systems. Each session began with one or more invited review papers, followed by offered contributions and discussion. Three evening discussions were held, devoted respectively to inertial systems, to numerical integration techniques, and to cosmogonic problems and ring systems. On the evening of Wednesday, March 28th, a recital of chamber mus~c was given by Bernhard Piberauer, on the violin, and Meinhard Prinz, on the piano.

Book excerpt: The reader will find in this volume the Proceedings of the NATO Advanced Study Institute held in Cortina d'Ampezzo, Italy between August 6 and August 17, 1990 under the title "Predictability, Stability, and Chaos in N-Body Dynamical Systems". The Institute was the latest in a series held at three-yearly inter vals from 1972 to 1987 in dynamical astronomy, theoretical mechanics and celestial mechanics. These previous institutes, held in high esteem by the international community of research workers, have resulted in a series of well-received Proceedings. The 1990 Institute attracted 74 participants from 16 countries, six outside the NATO group. Fifteen series of lectures were given by invited speakers; additionally some 40 valuable presentations were made by the younger participants, most of which are included in these Proceedings. The last twenty years in particular has been a time of increasingly rapid progress in tackling long-standing and also newly-arising problems in dynamics of N-body systems, point-mass and non-point-mass, a rate of progress achieved because of correspondingly rapid developments of new computer hardware and software together with the advent of new analytical techniques. It was a time of exciting progress culminating in the ability to carry out research programmes into the evolution of the outer Solar 8 System over periods of more than 10 years and to study star cluster and galactic models in unprecedented detail.

The fact that we have escaped a third world war involving strategic nuclear weapons—indeed, that no atomic weapon of limited power has yet been used under battlefield conditions—seems nothing short of a miracle. Revisiting debates on the effectiveness and ethics of nuclear deterrence, Jean-Pierre Dupuy is led to reformulate some of the most difficult questions in philosophy. He develops a counterintuitive but powerful theory of apocalyptic prophecy: once a major catastrophe appears to be possible, one must assume that it will in fact occur. Dupuy shows that the contradictions and paradoxes riddling discussions of deterrence arise from the tension between two opposite conceptions of time: one in which the future depends on decisions and strategy, and another in which every occurring event is one that could not have failed to occur. Considering the immense destructive power of nuclear warheads and the almost unimaginable ruin they are bound to cause, Dupuy reaches a provocative conclusion: whether they bring about good or evil does not depend on the present or future intentions of those who are in a position to use them. The mere possession of nuclear weapons is a moral abomination.

Applying the concept of the financial possibility frontier, developed by Beck & Feyen (2013) and formalized by Barajas et al (2013a), we determine key policy variables affecting the gap between actual levels of development and benchmarks predicted by structural variables. Our dynamic panel estimation shows that inflation, trade openness, institutional quality, and banking crises significantly affect financial development. Our analysis also helps identify potential complementarities and trade-offs for policy makers, based on the effect of the policy variables across the different dimensions of financial development.
