Book excerpt: Politics of the Wild details the 353 species at risk in Canada and considers both the intrinsic and the instrumental reasons for protecting biological diversity. It examines the need for habitat protection, terrestrial protected areas such as national parks, marine species at risk, and the various legislative and interest group attempts to preserve biodiversity. Public policy on endangered species is considered from both historical and comparative perspectives, as is Canada's role in establishing international agreements--the Convention on International Trade in Endangered Species and the Convention on Biological Diversity--and the government's failure in recent years to meet the obligations of these and other environmental agreements. The final chapter looks at the Species at Risk Act (SARA) and its recent predecessor, Bill C-65, and reveals the difficulties of crafting and passing such legislation in an increasingly decentralized federal state such as Canada. Both legislative attempts were criticized--by the environmental policy community for not doing enough, and by the provinces and business for trying to do too much. All the while, diverse regional interests and economic imperatives run the risk of endangering far more than merely Canadian species at risk.

The Species at Risk Act (SARA) was created to prevent wildlife species from becoming extinct. It requires Canada to provide for the recovery of species at risk due to human activity, and to manage species of special concern, making sure they don't become endangered or threatened. SARA not only prohibits the killing, harming, harassing, capturing or taking of species at risk, but also makes it illegal to destroy their critical habitats. The Act became law in June 2003, and becomes enforceable in June 2004.

In a 30-year period, 18 bills relating to species protection were introduced in the House of Commons. In the past 15 years, 12 amending bills were introduced and 70 pieces of subordinate legislation were registered under SARA (largely regulations and Orders in Council). This legislative and documentary history includes all bills, amendments, and regulations, beginning with the 1973 Speech from the Throne and ending in February 2018. It also includes parliamentary papers and committee reports, related international treaties, regulatory process information, reports and backgrounders from various government departments and nongovernment organizations (NGO's), and selected scholarly articles documenting the legislative process. The purpose of this legislative and documentary history is to facilitate an understanding of the legislative framework for SARA and assist with identifying primary legal documents related to endangered species research in Canada.
