It examines the effectiveness of the Singapore’s Speak Mandarin Campaign in changing the language use of dialect speakers towards Mandarin.Singapore may be only “a small red dot” and barely visible on the world’s map. However, its complex and dynamic linguistic diversity and its quadrilingual educational system make it a unique and fascinating research site for examining deliberate language planning on the part of governmental authorities. 2017 marks the 38th anniversary of the Speak Mandarin Campaign, a focused language-planning policy aimed at changing the deeply entrenched sociolinguistic habits of Chinese Singaporeans who are used to speaking Chinese dialects. This book provides a revealing update on dialect speakers’ attitudes towards the campaign by including discussions and other related issues such as the recent call for the revitalisation of Chinese dialects by younger dialect speakers, Chinese students’ attitude towards learning Mandarin in schools, the encroachment of English in the home environment, the spread and dominance of English in the local linguistic landscape, and the challenges of maintaining Mandarin as a language of use and preference.

With the spread of Mandarin, more and more Chinese abandon Chinese dialects and identify with the pan-Chinese identity. Mandarin spread is a dynamic process, which is triggered by an internal force, i.e. sociolinguistic realignment of the community. Forget Chineseness provides a critical interpretation of not only discourses of Chinese identityChinesenessbut also of how they have reflected differences between Chinese societies, such as in Hong Kong, Taiwan, Peoples Republic of China, Singapore, and communities overseas. Allen Chun asserts that while identity does have meaning in cultural, representational terms, it is more importantly a product of its embeddedness in specific entanglements of modernity, colonialism, nation-state formation, and globalization. By articulating these processes underlying institutional practices in relation to public mindsets, it is possible to explain various epistemic moments that form the basis for their sociopolitical transformation. From a broader perspective, this should have salient ramifications for prevailing discussions of identity politics. The concept of identity has not only been predicated on flawed notions of ethnicity and culture in the social sciences but it has also been acutely exacerbated by polarizing assumptions that drive our understanding of identity politics.

In this book, contributors urge policymakers and policy analysts to promote a more vigorous and inclusive democracy by incorporating concerns about citizenship in their craft, rather than strictly emphasizing efficiency and effectiveness. The authors provide insight into how the social construction of politics affects the recipients of the policies and the public in general. They call attention to how policies reinforce negative stereotypes of some groups, such as welfare recipients, and often lead to political alienation and withdrawal. In addition, they discuss how polices using "clinical reason"—a term borrowed from medicine and used as a way to classify people—are increasingly applied to nonmedical situations, such as domestic violence, to restrict individual power and legitimacy. The authors argue that much needs to be done by the government itself to improve policy design and empower all citizens to participate in the democratic process. They identify concrete strategies for policymakers to enhance the role of citizens without sacrificing program effectiveness.

Wah Guan Lim's study of four important diasporic director-playwrights—Gao Xingjian, Stan Lai Sheng-chuan, Danny Yung Ning Tsun, and Kuo Pao Kun—shows the impact of theater on ideas of "Chineseness" across China, Taiwan, Hong Kong, and Singapore. At the height of the Cold War, the "Bamboo Curtain" divided the "two Chinas" across the Taiwan Strait. Meanwhile, Hong Kong prepared for its handover to the People's Republic of China and Singapore rethought Chinese education. As geopolitical tensions imposed ethno-nationalist identities across the region, these four dramatists wove together local, foreign, and Chinese elements in their art, challenging mainland China's narrative of an inevitable communist outcome. By performing cultural identities alternative to the ones sanctioned by their own states, they debunked notions of a unified Chineseness. Denationalizing Identities highlights the key role theater and performance played in circulating people and ideas across the Chinese-speaking world, well before cross-strait relations began to thaw.
