A central theme is how practices that from an official standpoint are illegal or extra-legal do not only work but are considered legitimate by the actors concerned. Another is how the informal city is not exclusively the domain of the poor, but also provides shelter and livelihoods for better-off segments of the urban population.

Book excerpt: The objective of this book is to better understand the nature of urban governance regarding the provision of basic urban services in rapidly growing mid-sized towns and cities in developing countries. Set within the context of understanding urban planning and management within the wider city setting, the study focuses on the provision of the basic urban services of housing, water and sanitation especially within informal settlements. Using the case study of the mid-sized city of Jayapura, Papua, Indonesia, the publication explores: (i) the types, processes, and stakeholders that constitute formal urban governance in the provision of basic urban services; (ii) understanding how stakeholders gain and benefit from ‘on the ground’ formal service arrangements, and why; and (iii) for those who do not directly benefit from the formal arrangements, how individuals, groups and communities organize and access governance to meet their basic urban needs. The methods employed to better understand the nature of urban governance and its relationship to the provision of basic urban services comprised primary (face-to-face household surveys interviewing 448 respondents, ground mapping at a plot size level in four informal settlements, and semi-structured interviews with 12 stakeholders) and secondary data regarding urban governance, planning and management. The study reveals that urban governance arrangements in fast growing mid-sized cities have emerged both formally and informally to cope with basic urban service needs across a range of settlement types and socio-cultural groups. The major modes of governance arrangements in the informal settlements consist of traditional, formal and informal, and hybrid governance which co-evolve as their boundaries overlap and intersect through time at varying levels of ‘equilibrium’. The ‘governance equilibrium’ represents a ‘balance’ at a specific point and place in time in how stakeholders utilize and share resources, and access various contributions.

Each of the 51 case studies uses maps and aerial photographs to examine key stages of development, showing how informal settlement adapts to different contexts of political economy, topography, culture, climate and land tenure; revealing a complex range of actors from settlers and states to land mafias and pirate developers. It demonstrates the range of design processes and formal outcomes; how the informal becomes formalized and vice versa. Interspersed with short chapters introducing key theoretical concepts, the Atlas shows how such practices may or may not produce 'slums', and how settlement is already a form of 'upgrading'. Informal settlement is the primary mode of production of affordable housing and neighbourhood infrastructure within cities of the Global South; with detailed mapping and profiling of 51 settlements this book shows how such urban morphologies emerge in terms of architecture, urban design and planning.

Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.

Public spaces in informal settlements, like the housing stock, are to a large extent the product of local self-help and self-managed processes; however, the equivalent level of understanding has not been achieved, partly because such settlements are often seen as spare spaces with little value. Public spaces in informal settlements are public in terms of ownership and accessibility, but are communal in terms of use and attachment. They play an important role in the physical and social dynamics of the barrios, and have done since their inception; however, the improvement and consolidation of such spaces may not be realised for many years. The book will be of primary importance to architects, urban planners and researchers who are interested in the city in general, and in informal settlements in particular. The book will also be of interest to those in the humanities and social sciences who are concerned with politics and postcolonial studies, and to academics working in people–environment studies and in the relationship between people and place in terms of place self-building, place attachment and place identity. However, the volume will be of most interest for Latin Americanists who do not read Spanish or Portuguese, and would like to know more about the region, the problems and the views, from the perspective of an insider with extended knowledge of the field.
