The society moved from a dictatorial regime to a formal democracy. The military has been a problem in Russia since the times of the Soviet Union. Violence, abuses, suicides etc. are the result of the traditional military system. During the final stage of the Soviet Empire protest against the miserable conditions in the army was entered by a small number of mothers of young soldiers. This essay is about the non governmental organisation of the Soldiers' Mothers of Russia, which is one of the most important and successful human rights organisations in Russia. The first chapter of this Essay will be about the establishment of the Soldiers' Mothers and the societal conditions which enabled it. Chapter two is about the Status quo of the Russian Army, about the violence against and abuses of young conscripts and about the associated hierarchical military system. Also structural and legal shortcomings of the military will be described. The third chapter deals with the goals and demands of the Soldiers' Mothers of St. Petersburg, chapter four will be about the working methods of the organisation and the ways of embarking their goals.

Between the war's beginning and the October Revolution of 1917, approximately 6,000 women answered their country's call as the army was faced with insubordination and desertion in the ranks while the provisional government prepared for a new offensive. These courageous women became media stars throughout Europe and America, but were brushed aside by Soviet chroniclers and until now have been largely neglected by history. Laurie Stoff draws on deep archival research into previously unplumbed material, including many first-person accounts, to examine the roots, motivations, and legacy of these women. She reveals that Russia was the only nation in World War I that systematically employed women in the military, marking the first time that a government run by men had organized women for combat. And although they were originally envisioned as propaganda—promoting patriotism and citizenship to inspire the thousands of males who had been deserting or refusing to fight—Russian women also proved themselves more than capable in combat. Describing the formation, provisioning, and training of the units, Stoff sheds light on their social and educational backgrounds, while recounting a number of amazing individual stories. She tells how Maria Bochkareva, commander of the First Russian Women's Battalion of Death, and her unit met its baptism of fire in combat and how Bochkareva later traveled to the U.S. and met President Wilson. Within these pages, we also meet Maria Bocharnikova, who served with the First Petrograd Women's Battalion that defended the Winter Palace during the Bolshevik Revolution and whose detailed account of her experience dispels much of the misinformation concerning that storied event. Stoff also chronicles the exploits of the Second Moscow Women's Battalion of Death, Third Kuban Women's Shock Battalion, and the First Women's Naval Detachment, all within the context of Russian society, the Revolution, and the war itself. Enhancing and informing this presentation are more than two dozen historic photos. Stoff's remarkable account rescues from oblivion an important but still little-known aspect of Russia's experience in World War I. It also provides new insights into gender roles during a pivotal period of Russia's development and, more broadly speaking, resonates with the current debates over the role of women in warfare.

But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. It becomes clear that a new military strategy and a meaningful military reform plan are needed in order to improve its state. Sustainable change can only be achieved through numerous multi-facetted reforms that reach the military at its core. It is therefore advisable for these reform plans to not only come from the outside (namely the political administration) but additionally be co-developed within the army itself. Only in such way will it be possible to implement them fully and to minimize inefficiency, corruption, vagueness and violence, archaic structures of hierarchy and an attitude that reminds of vested rights. Finally, it has to be mentioned that the picture painted in the course of this paper is a rather negative one as its purpose is to outline weaknesses. Of course, the debated flaws and deficits are problematic and need to be addressed. Nevertheless, experts are divided when it comes to the measurement of the strength of Russia’s military.
