State law. Professor William R. Hart left our service March 31st. He joined the staff in 1907 as Professor and Head of the Department of Agricultural Education. This was the first institution in the country to recognize Agricultural Education as a separate department. Professor Hart soon became recognized as one of the aggressive and sane thinkers in the field of agricultural education. He did more than any other individual in the State to broadcast the idea of Boys' and Girls' Clubs and to organize them for work. Among the four-year students he always stimulated a keen interest in education. Prior to 1907 there were probably less than a dozen M. A. C. Men teaching in Massachusetts. Of the graduates of the last sixteen years (1908 to 1923) 122 are teaching in Massachusetts, 108 are in schools or colleges outside of Massachusetts and 35 are engaged in Extension teaching. It has been said of Professor Hart that he had the clearest vision of the fundamental basis of vocational training of any man engaged in work dealing with the theory of such training. This was openly recognized by many. He held steadfastly to his ideal of what his department should be and never wavered under the most discouraging circumstances. The young plants should be lightly watered to make them send out a good root system. The soil should be watered in such a way that the water will not stand on top of the ground. A sprinkler system is better than a hose without a nozzle, because not so much water is applied and it soaks into the soil better. The plants should be Watered when it is necessary. They should not be watered as a matter of daily routine. The objective should be to get a good vigorous, healthy, fast growing plant that will mature a large number of fertilized flowers. Nubbins and deformed cucumbers should be removed from the vine as soon as it is apparent that they will not be well shaped cucumbers, since if once deformed they can never develop into a salable form. If they are left on the vine in the hope that they will develop into good cucumbers, thev merely drain the strength of the plant and prevent it from developing normal fruit. Much less vitality is needed to produce a normal cucumber of salable size than is used to carry a nubbin to maturity, since in the for mer the seeds are small and undeveloped while in the latter the fruit ripens and seeds are fully developed. The removal of a maturing cucumber results in further production of pistillate flowers, and consequently further fruit production. It is a slight task to remove the nubbins when the vines are being trained or pruned. Pruning should be a daily rather than' a monthly practice. Much less damage is done if the growing tips of branches are pinched off than if seven or eight nodes are allowed to form on the branches and are then cut off with a knife. A large amount of sugar is made by the leaves of these branches and if they are cut off suddenly a starvation effect is brought about, the physiological balance of the plant is upset, and a large number of nubbins or yellow pickles will be produced. First of all, I wish to convey my hearty personal thanks to you as trustees for your generous action in allowing me a year's leave of absence which ended last May. For considerably over one-half of the period my services were given to the United States and American Commissions on Agricultural Credits, traveling with the commissions in Europe and assisting in the preparation of reports. The entire year was a fruitful one in the widening of observation, the enlarging of acquaintance, and the opportunity for study in fields fundamental to the development of large rural policies. During my absence Prof. Edward M. Lewis served as acting president, not only with energy and efficiency, but with great acceptability to students, faculty and, I am quite sure, to your Board of Trustees. The position of acting president is never a sinecure, but Dean Lewis met every requirement with sympathy, skill, and thoroughgoing loyalty to the policies of the institution. General Review Of The Year. Dean Mills. The death of Prof. George Franklin Mills on Oct. 27, 1914, has taken from us an able member of our staff and a man whose long service, high character, and genuine friendliness had endeared him to all with whom he came in contact. Dean Mills had served the college for nearly twenty-five years, having joined the faculty early in January, 1890. For a large part of his career he was a teacher of English; for many years he was the faithful and hard-working treasurer of the institution; for seven years he was dean of the college. I herewith submit my fifth annual report as president of the college. Attendance. The attendance of students of college rank for the last college year exceeded that of the previous year by 68, and aggregated 320 four-years men, 12 unclassified students of college grade and 18 graduate students; there were 260 in various short courses, making a total attendance of 610. The entering class the present autumn numbered 158, the largest previous freshman class being 131, a year ago. The total number of four-years men in present attendance is 402; of unclassified students, 17; of graduate students, 15. (See Table I.) Eighty-five percent, of the present freshman class come from Massachusetts, with 9 other States and 1 foreign country, China, represented. About one-fifth of the class are undecided as to their intended vocation; about one-third of the whole class state that they intend to follow some phase of professional agriculture or horticulture; and considerably more than one-third of the whole class state that they intend to follow some phase of practical agriculture or horticulture. !Ninety-one percent, of those having made a decision intend to follow an agricultural vocation. Less than one-fourth of the fathers of the members of the freshman class are engaged in agriculture or horticulture, and a trifle over one-fourth of the members of the freshman class were brought up on farms, although more than one-half of those not brought up on a farm have had some farm experience. The average age of the entering class is approximately nineteen years. (See Table IV., J.) Appropriations. The total amount of special appropriations asked of the last Legislature was$277, 500; the total amount granted was $115,625. The location at Amherst was selected only after long and careful study by the original Board of Trustees. The college was formally opened to students on the 2d of October, 1867, with a faculty of four teachers and with four wooden buildings. The Massachusetts Legislature has granted money for the erection of practically all of the buildings now on the grounds. In view of the fact that the annual Income from the original endowment has been only a few thousand dollars, it has been necessary for the State to assume large responsibility for the current expenses Of the institution. Organization. The college 1s a State institution, serving in the Department of Education and as such 1s subject to the laws governing and the rules applying to all State departments and institutions. The work Of the college 1s directed by a board of eighteen trustees. Four of these are ex - oflicio members, the Governor Of the State, the Commissioner of Education, the Commissioner of Agriculture and the President of the college. The other fourteen members are appointed by the Governor, two each year, for terms of seven years. The immediate control of the institution is vested in the President of the college. The administrative officers, having supervision of the various departments of activity, are directly responsible to the President. In carrying out its purpose the college has organized three distinct yet correlated types of work, namely, research, resident instruction and extension service.
