Book excerpt: The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a record of the proceedings of a colloquy on 'Human Rights of Aliens in Europe'. The Colloquy was organised by the Secretariat General of the Council of Europe, and held in Madiera, Portugal from the 17 to 19 October 1983. The three themes of the Colloquy were: the admission of aliens into the territory of the host country and their residence there, participation of aliens in public affairs (political and associative life) and the fact that aliens belong to various cultures and the tension which this creates. Separate sessions were devoted to each theme. On the admission of aliens to the territory of the host country and his residence there, it was proposed by one participant that only 'real' as opposed to 'fictitious' families should be considered as eligible to the special consideration of family reunification in the refugee admission procedure of states. It was pointed out, however, that it is far from easy to come to a clear definition of the 'family'. Discussion also touched on the right of aliens to have the assistance of an interpreter for legal civil, criminal and administrative proceedings, the relation of asylum and extradition, and what measures could be taken within the Council of Europe to promote better compliance on the part of states to European Conventions. On the participation of aliens in public affairs, there was discussion on the right of aliens, especially of migrant workers, to vote at the local level and the question of participation in home elections while abroad. Discussion on the third theme centered upon whether government immigration policy and the treatment of resident aliens should be based on a concept of aliens as being a threat to the European society or whether the contact between peoples brought about by immigration could result in mutually beneficial changes.

Book excerpt: Recent trends indicate that European countries are admitting more foreign workers to fill labour shortages caused by ageing populations and the increasing globalisation. Consequently, some European countries have adopted new laws and policies in order to attract both highly-skilled and less skilled foreign workers. However, the legal status of these migrants has become a matter of concern. The new measures do not entirely meet the established principles and standards of the Council of Europe aimed at protecting the rights of migrant workers, such as those of the European Social Charter and the European Convention on the Legal Status of Migrant Workers. This study focuses on the rules relating to the legal status of the main categories of migrant workers admitted for employment in some Council of Europe member states. It considers the important question of whether these national rules are structured in a way to assist migrants in their integration in the host country, in terms of granting them a secure residence status and economic and social rights, or whether they discourage or even prevent such integration.
