The book studies the significance of the growth of the tertiary sector from a general view point and then goes on to scan the major sub-sectors of this sector for the Indian economy, one by one. The study ends by taking a birds’ eye view of the development of the tertiary sector.

The British domination and the establishment of the British empire had been interpreted by the utilisation of the ideas of Francois Perroux. This is a very special feature of this research work. The author had worked in close collaboration with this economist in Paris for several years. The features of Hinduism in India in relation to the precipitation of under-development is also a special feature of this research work. Political economy as a theme of research endeavour had not taken shape in India at the present epoch. Hence, this endeavour has such a major claim also for this special feature in finding out the causes of backwardness of this ancient country. The features of colonialism which was established in this land are traced in depth while the religious features are given due importance.

Book excerpt: Taking off from a study of three major explicit subsidies - Food, Fertilizer and Petroleum, prepared at the behest of the Twelfth Finance Commission, this book seeks to come to grips with the entire gamut of subsidies-those that are budgeted for and those that are outside the budgets of the Centre and States. It underlines the damage done to efficiency through subsidies, which once given are rarely removed. The book warns against perpetually identifying subsidies with efforts towards poverty alleviation and castigates the classification between merit and non-merit pay outs. The underlying theme is that there should be a commercial basis for any economic activity and that every outlay must bear a commercial return. On foodgrains, the recommendations are tough: an end to public procurement operations and the mechanism of minimum support price as well as restricting the ambit of public distribution system to the poorest of the poor-the 2 crore population targetted by the Antyodaya Anna Yojana. For fertilizer, the prescription is that the price should be wholly market-determined as mooted by the Expenditure Reforms Commission. On petro-goods, while LPG prices should reflect only those ruling in the global market, access to PDS kerosene should be limited to the intended beneficiaries of the Antyodaya Anna Scheme. An agenda is set for doing away with implicit subsidies through a mix of commercial pricing and a thrust on enhanced efficiency. Irrigation facilities created through public investment must earn a commercial return on par with what farmers pay for private supplies. The same rule should apply to electricity available through public utilities.

Book excerpt: This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.
