Book excerpt: Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.

The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.

Book excerpt: Democracy in Europe is about the impact of European integration on national democracies. It argues that the oft-cited democratic deficit is indeed a problem, but not so much at the level of the European Union per se as at the national level. This is because national leaders and publics have yet to come to terms with the institutional impact of the EU on the traditional workings of their national democracies. The book begins with a discussion of what the EU is-a new form of 'regional state' in which sovereignty is shared, boundaries are variable, identity composite, and democracy fragmented. It then goes on to examine the effects of this on EU member-states' institutions and ideas about democracy, finding that institutional 'fit' matters. The 'compound' EU, in which governing activity is highly dispersed among multiple authorities, is more disruptive to 'simple' polities like Britain and France, where governing activity has traditionally been more concentrated in a single authority, than to similarly 'compound' polities like Germany and Italy. But the book concludes that the real problem for member-states is not so much that their practices have changed as that national ideas and discourse about democracy have not. The failure has been one of the 'communicative' discourse to the general public-which again has been more pronounced for simple polities, despite their potentially greater capacity to communicate through a single voice, than for compound polities, where the 'coordinative' discourse among policy actors predominates.
