While the emphasis has shifted somewhat in the course of the writing, it is still a book about political organization, an attempt to work out a theory about the relation between organization and conflict, the relation between political organization and democracy, and the organizational alternatives open to the American people. The assumption made throughout is that the nature of political organization depends on the conflicts exploited in the political system, which ultimately is what politics is about. The thesis is that we shall never understand politics unless we know what the struggle is about. The great problem in American politics is: What makes things happen? We might understand the dynamics of American politics if we knew what is going on when things are happening. What is the process of change? What does change look like? These questions are worth asking because obviously tremendous things are going on in American public affairs, even in quiet times... To understand why Americans generally have been unconscious of the process of change it is necessary to take a new look at the dynamics of American politics. Throughout this book the emphasis has been on the dynamic character of the American political system. The concepts formulated here constitute an attack on all political theories, all research techniques and concepts tending to show that American politics is a meaningless stalemate about which no one can do anything. During this period, the federal government extended its scope into policy arenas previously left to civil society or state and local governments. With The Great Broadening, Bryan D. Jones, Sean M. Theriault, and Michelle Whyman examine in detail the causes, internal dynamics, and consequences of this extended burst of activity. They argue that the broadening of government responsibilities into new policy areas such as health care, civil rights, and gender issues and the increasing depth of existing government programs explain many of the changes in America politics since the 1970s. Increasing government attention to particular issues was motivated by activist groups. In turn, the beneficiaries of the government policies that resulted became supporters of the government’s activity, leading to the broad acceptance of its role. This broadening and deepening of government, however, produced a reaction as groups critical of its activities organized to resist and roll back its growth.

NIG is an interuniversity research school. As such it has a double task. In addition to offering a Ph.D program to students in Public Administration it also is a research institute in which a great number of scholars from seven Dutch universities participate and work on a common research program. The chapters in this book are all products of the research program that started in 1995. This program had the ambition to explore the frontiers of the discipline in two respects. First by studying a number of recent developments in society and their consequences for the functioning of government. These consequences can be summarised as the development of a system of multi level and multi actor governance. Second, by contributing to the knowledge of institutions, both by studying what factors are most important in the formation and change of institutions and by studying the effects of institutions on the behaviour of actors in different political and administrative settings. Most contributions to this volume either have their origin in conferences organized by the NIG or were published as an NIG working paper. In an ideal democracy, all citizens should have equal influence on government policy—but as this book demonstrates, America's policymakers respond almost exclusively to the preferences of the economically advantaged. Affluence and Influence definitively explores how political inequality in the United States has evolved over the last several decades and how this growing disparity has been shaped by interest groups, parties, and elections. With sharp analysis and an impressive range of data, Martin Gilens looks at thousands of proposed policy changes, and the degree of support for each among poor, middle-class, and affluent Americans. His findings are staggering: when preferences of low- or middle-income Americans diverge from those of the affluent, there is virtually no relationship between policy outcomes and the desires of less advantaged groups. In contrast, affluent Americans' preferences exhibit a substantial relationship with policy outcomes whether their preferences are shared by lower-income groups or not. Gilens shows that representational inequality is spread widely across different policy domains and time periods. Yet Gilens also shows that under specific circumstances the preferences of the middle class and, to a lesser extent, the poor, do seem to matter. In particular, impending elections—especially presidential elections—and an even partisan division in Congress mitigate representational inequality and boost responsiveness to the preferences of the broader public. At a time when economic and political inequality in the United States only continues to rise, Affluence and Influence raises important questions about whether American democracy is truly responding to the needs of all its citizens.

An environmental policy arrangement refers to the organisation and substance of a policy domain in terms of policy coalitions, policy discourses, rules of the game, and resources. The book uses these theoretical notions to analyze changes in organisation, substance and governance in several environmental policy domains, such as infrastructure policies, global policies on climate change and biodiversity, green planning, and agriculture policy. Changing relationships between the state, the market and civil society, caused by processes of globalization, privatisation and individualisation, have resulted in a plurality of policy arrangements in different domains. Despite the fact that environmental politics has been substantially renewed, there is a delicate balance between traditional and new policy arrangements. One of the main themes of the book is the explanation of this balance.

Book excerpt: A significant contribution to political ecology, Conservation Is Our Government Now is an ethnographic examination of the history and social effects of conservation and development efforts in Papua New Guinea. Drawing on extensive fieldwork conducted over a period of seven years, Paige West focuses on the Crater Mountain Wildlife Management Area, the site of a biodiversity conservation project implemented between 1994 and 1999. She describes the interactions between those who ran the program—mostly ngo workers—and the Gimi people who live in the forests surrounding Crater Mountain. West shows that throughout the project there was a profound disconnect between the goals of the two groups. The ngo workers thought that they would encourage conservation and cultivate development by teaching Gimi to value biodiversity as an economic resource. The villagers expected that in exchange for the land, labor, food, and friendship they offered the conservation workers, they would receive benefits, such as medicine and technology. In the end, the divergent nature of each group’s expectations led to disappointment for both. West reveals how every aspect of the Crater Mountain Wildlife Management Area—including ideas of space, place, environment, and society—was socially produced, created by changing configurations of ideas, actions, and material relations not only in Papua New Guinea but also in other locations around the world. Complicating many of the assumptions about nature, culture, and development underlying contemporary conservation efforts, Conservation Is Our Government Now demonstrates the unique capacity of ethnography to illuminate the relationship between the global and the local, between transnational processes and individual lives.
