This book was released on 2007-04-03 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: The scrutiny of the Office of Science and Technology (OSI) is one of the core tasks of the Committee. During the period covered by this report the OSI and DTI Innovation Group have successfully merged and there has been a new performance management system. There has been a welcomed increase in the science budget but the breach of the principle of ring fencing the budget is deprecated. An important part of OSI's work is reviewing the use of science in Government departments. Although these are valuable the pace of review and information available on them needs to be improved.

Book The Science of Science Policy

Download or read book The Science of Science Policy written by Julia I. Lane and published by Stanford University Press. This book was released on 2011-03-18 with total page 658 pages. Available in PDF, EPUB and Kindle. Book excerpt: Basic scientific research and technological development have had an enormous impact on innovation, economic growth, and social well-being. Yet science policy debates have long been dominated by advocates for particular scientific fields or missions. In the absence of a deeper understanding of the changing framework in which innovation occurs, policymakers cannot predict how best to make and manage investments to exploit our most promising and important opportunities. Since 2005, a science of science policy has developed rapidly in response to policymakers' increased demands for better tools and the social sciences' capacity to provide them. The Science of Science Policy: A Handbook brings together some of the best and brightest minds working in science policy to explore the foundations of an evidence-based platform for the field. The contributions in this book provide an overview of the current state of the science of science policy from three angles: theoretical, empirical, and policy in practice. They offer perspectives from the broader social science, behavioral science, and policy communities on the fascinating challenges and prospects in this evolving arena. Drawing on domestic and international experiences, the text delivers insights about the critical questions that create a demand for a science of science policy.

Book Science and Innovation

Download or read book Science and Innovation written by Aldo Geuna and published by Edward Elgar Pub. This book was released on 2003 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book re-examines the rationale for public policy, concluding that the prevailing 'public knowledge' model is evolving towards a networked or distributed model of knowledge production and use in which public and private institutions play complementary roles. It provides a set of tools and models to assess the impact of the new network model of funding and governance, and argues that governments need to adapt their funding and administrative priorities and procedures to support the emergence and healthy growth of research networks. The book goes on to explain that interdependencies and complementarities in the production and distribution of knowledge require a new and more contextual, flexible and complex approach to government funding, monitoring and assessment. The chapters in this book issue a series of challenges to the next generation of science and technology policy. The need for new systems of governance in science and innovation make a single, all encompassing rationale for public funding unnecessary and irrelevant. The new policy questions that matter concern the means and mechanisms for intervention - the use of policy to harness, support and expand the interaction and dynamism of research networks composed of public and private actors.

Book Allocating Federal Funds for Science and Technology

Download or read book Allocating Federal Funds for Science and Technology written by National Research Council and published by National Academies Press. This book was released on 1995-11-22 with total page 107 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).

Book excerpt: Citizen science, the active participation of the public in scientific research projects, is a rapidly expanding field in open science and open innovation. It provides an integrated model of public knowledge production and engagement with science. As a growing worldwide phenomenon, it is invigorated by evolving new technologies that connect people easily and effectively with the scientific community. Catalysed by citizens’ wishes to be actively involved in scientific processes, as a result of recent societal trends, it also offers contributions to the rise in tertiary education. In addition, citizen science provides a valuable tool for citizens to play a more active role in sustainable development. This book identifies and explains the role of citizen science within innovation in science and society, and as a vibrant and productive science-policy interface. The scope of this volume is global, geared towards identifying solutions and lessons to be applied across science, practice and policy. The chapters consider the role of citizen science in the context of the wider agenda of open science and open innovation, and discuss progress towards responsible research and innovation, two of the most critical aspects of science today.
