Book excerpt: Small and developing states make up the majority of participants in United Nations Peacekeeping Operations (UNPKO), and Malaysia is one of these. The numerous previous studies on Malaysia’s UNPKO are primarily historical narratives which focus on practical, policy-related issues and due process, making no attempt to synchronize the nexus between theory and policy analysis. Nor do they cover the theoretical aspect which can operationalize and address the question of the roles played by Malaysia’s domestic actors (foreign policy executives, legislature, military, media, public opinion) in the respective decision-making processes as well as those of external level, such as international power politics and geopolitical considerations. In other words, they are predominantly a historical narrative of only several Malaysia’s UNPKO. This book fills the critical gap. It deliberates on the respective national and international decision-making processes, especially from the Malaysian point of view, and analyses the theoretical and practical impacts of Malaysia’s UNPKO in understanding international politics. Apart from providing a well-researched account of Malaysia’s UNPKO across the globe for 50 years, i.e. 1960-2010, this book examines the determinants by using qualitative data, particularly key-informant interviews and documentary analysis. Thus, while most studies of Malaysia’s UNPKO single out domestic imperatives as the most vital determinant, this book, on the contrary, comprehensively identifies the prevailing world security order as the most important determinant influencing Malaysia’s UNPKO, followed by the domestic ones.

Coming from the disciplines of sociology, economics and marine science the authors deal with issues of sustainability in economic, social and ecological terms. The overall political ecology approach of the book diversifies into sub-themes as the chapters engage with frameworks on the ecological limits of economic development, entitlements and well-being, participatory development, gender and knowledge production, science and citizenship as well as the symbolic and material value of national and international borders. Ecological aquaculture introduces new livelihood opportunities as well as losses. And it has a degree of ecological costs depending on environmental conditions and power relations that affect local production. We argue in this book that social and environmental justice issues are connected so that effective solutions to environmental problems can only be devised if the social justice issues are paid attention to. This general thrust in placing centre stage social and environmental justice issues is not unique to Sabah since these are issues experienced by developing countries similarly positioned in their dependence on natural resources for economic development.

In neglecting regions without political movements or full-blown independence demands, theories may be partial at best and incorrect at worst. State Institutions, Civic Associations, and Identity Demands examines over a dozen regions, comparing and contrasting successful cases to abandoned, unsuccessful, or dormant cases. The cases range from successful secession (East Timor, Singapore) and ongoing secessionist movements (Southern Philippines), to internally divided regional movements (Kachin State), low-level regionalist stirrings (Lanna, Taiwan), and local but not regional mobilization of identity (Bali, Minahasan), all the way to failed movements (Bataks, South Maluku) and regions that remain politically inert (East and North Malaysia, Northeast Thailand). While each chapter is written by a country expert, the contributions rely on a range of methods, from comparative historical analysis, to ethnography, field interviews, and data from public opinion surveys. The nuthatches are common and widespread birds throughout the Northern Hemisphere, but only poorly studied until quite recently. Erik Matthysen's extensive studies, started in 1982, have done much to illuminate the ecology of the Eurasian species, and to create a rich picture both of this bird and its 23 fellows around the world. The nuthatches are familiar for their peculiar, head-down, foraging style on the trunks of mature woodland trees. They are also noteworthy for their generally elaborate nest building behaviour - ten of the nuthatch species use mud to reduce the nest cavity entrance Ca behaviour otherwise shown only by hornbills) while others make elaborate constructs entirely of mud, or use resin to repel nest predators. They also exhibit a complex territorial system and associated behavioural repertoire, occupying a territory as a pair, year round, perhaps as an adaptation to their reliance on stored food during the winter months. The intricate dynamics of pair-bond stability, territory size and the various strategies of floating, non-territory holders is the subject of an entire and fascinating chapter. The habitat fragmentation that has accompanied widespread disruption of woodland habitats everywhere has had a profound effect on territorial and social behaviour and this too is dealt with at length. Following a detailed description of the ecology and behaviour of the Eurasian Nuthatch, Erik Matthysen goes on to consider what is known of the other species, and to compare and contrast their biology. Although many are poorly known, this part of the book enables many fascinating insights and sets the scene for further work which may explain the links between the ecology, behaviour, habitat and evolutionary relationships of the various species. David Quinn' s excellent drawings complete an interesting and authoritative volume.
