Forming part of an archipelago stretching from Kamchatka to Hokkaido, administered by Russia but claimed by Japan, these disputed islands offer new perspectives on the ways in which territorial visions of the nation are refracted, inverted, and remade in a myriad of different ways. At the Edge of the Nation provides a unique account of how the Southern Kurils have shaped the parameters of the Russian state and framed debates on the politics of identity in the post-Soviet era. By shifting the debate beyond a proliferation of Eurocentric and Moscow-focused writings, Paul B. Richardson reveals broad alternatives and possibilities for Russian identity in Asia. After the dissolution of the Soviet Union in 1991, when Russia was suffering the fragmentation of empire and a sudden decline in its international standing, these disputed islands became symbolic of a much larger debate on self-image, nationalism, national space, and Russia’s place in world politics. The problem of the Northern Territories is examined in the context of the North Pacific regional security environment. The authors explore the prospects for cooperative regional engagement, a nuclear build-down in the North Pacific, and possible involvement of the UN in the resolution of the territorial dispute. The dissolution of the Soviet Union raised hopes for a rapid improvement of Japanese-Russian relations. This is important to both global and regional stability, peace, and security in Northeast Asia, and to Russia's transition to new relations with the West. Both Russia and Japan are in the process of domestic change and have weak political leadership. Yeltsin's visit to Tokyo in October 1993 was a cause for relief and for hope as the two nations discussed their common concerns. However, the Northern Territories remains a serious obstacle to improved relations. In this book an attempt is made to go back to the origins of the conflict in Japan-Russia relations, to discuss their current status, and to propose an agenda for the future. There was a broad consensus among the diplomats, academic researchers, political analysts, and journalists whose writings are part of this collection. First, the problems Moscow and Tokyo inherited from the decades of Cold War cannot be resolved through a narrow bilateral approach and will require constructive U.S. participation. Second, the interconnection between bilateral, regional, and global trends created a new context for Moscow-Tokyo dialogue and cooperation. Third, the problem of the Northern Territories cannot be separated from the realities of the North Pacific regional security environment, which is still under the residual influence of the Cold War. The authors explore the prospects for cooperative regional engagement, a nuclear build-down in the North Pacific, and possible involvement of the UN in the resolution of the territorial dispute. Among the problems that require immediate attention, the writers focus on defense conversion, and dismantlement and disposing of nuclear weapons, and prospects for trilateral partnership that will serve the purpose of multilateral cooperation in the North Pacific/Northeast Asian region.

Book excerpt: The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. This thesis attempts to answer whether the dispute may be solved, and what is necessary for resolution. The argument is made that the islands have little strategic or material value of themselves, but symbolically they are of great value to both Russia and Japan. Public opinion and domestic politics in both countries drives the debate and is the reason for the stalemate, as there is almost no room for negotiators to work with. There is increased cooperation and better relations between Japan and Russia, and both countries recognize benefits that would come about if the territorial dispute was resolved. However, because the issue is swathed in pride and symbolism, resolution in the near term is unlikely unless an external stimulus provides an incentive to change the paradigm upon which Russo-Japanese relations are based.

The failure of Gorbachev's Asian initiatives has had dramatic consequences, by the late 1980s, the Soviet Union was in full retreat from Asia, and since the Soviet collapse, Russia has been left on the sidelines of the "Pacific century." In this exceptionally wide-ranging and deeply researched book, Sergey Radchenko offers an illuminating account of the end of the Cold War in the East, tracing the death of Soviet ambitions in Asia. Book excerpt: America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.
