Reading is of basic importance. Not only does it condition progress in other school subjects, but deficiency in it may be a barrier to the intelligent discharge of the duties of citizenship. The elementary school has no more important subject to offer the children and the results should be better than are now being obtained. The writer has studiously avoided all suggestions especially applicable to the management of city schools, and has purposely confined himself to such plans and methods as will be suited to the country school. While consolidation is an important movement, and many more weak districts should be united, yet in many parts of the United States the time is far distant when the one-room country school will, or should, be discontinued. A one-room school in the rural districts, taught by a competent teacher, is still a good place for a boy or girl to get the elements of an education. The United States Commissioner of Education reports that in the school year 1907-1908 there were five and one half million school children and one hundred thirty-four thousand teachers in cities of four thousand or more population; in the outside districts, there were eleven million children and three hundred sixty-one thousand teachers. In the state of Kansas there are two and one third times as many children in the one- and two-room schools and nearly five times as many teachers, as there are in the cities and towns maintaining graded systems of schools. Bureau of Education, indicates that there were 13,951 public high schools in the United States in the academic year 1917-18. Slightly more than half of these schools had each an enrolment of fifty pupils or less and seventy-five percent enrolled each one hundred pupils or less. These figures serve as an index of the importance of the small high school in the program of secondary education in this country. These small schools are in the main located in small villages or in the open country, and this study of the rural high schools of New York State should reveal problems that are of general interest because of the frequency with which they are likely to be met. Dr. Ferriss' consideration of these questions should prove helpful to those who are concerned with the administrative and the instructional work of small high schools throughout the country. In the organization of the survey the administrative phases of this study were placed under the general direction of Dr. C. H. Judd, while Dr. W. C. Bagley had a similar relation to the problems of instruction and teacher preparation. This study was made and the results published with money furnished by the Commonwealth Fund. All students of country life seem to agree that a radical readjustment of the entire rural educational and social system, to fit modern conditions, is imperative; but while a few of the leaders have hewn close to the vital spot, none so far have gone straight to the heart of the subject. The author is convinced that the time has come when we must insist upon a full program of reconstruction from the ground up, and begin to build at once. The gist of the problem is to establish a new school in which the essentials of a modern education can be taught. The old school, as still found in over ninety per cent of the rural districts, does not lend itself to such a program; and no amount of repair, addition, varnish, or veneer will transform it into an efficient, modern institution. Rebuilding is absolutely essential. Some friends of the rural school advocate comprehensive changes in the curriculum and justly demand that the training of country boys and girls shall culminate in a complete industrial and vocational education, adapted to twentieth-century life. They are agreed that rural teachers must measure up professionally and otherwise to their colleagues in our best school systems; they recognize that salaries paid must be adequate to insure high-class training and instruction; and yet - they fail to see that these things are impossible in an obsolete school system in which the first elements of success are wanting. The one-room school must go. It cannot provide the education to which country boys and girls are entitled and which the welfare of the country demands.
