But what is the impact of broadband Internet on rural America? Clearly more activities are shifting to the Internet. Some of these activities have great potential value for the rural economy. Rural economies in the macro sense may benefit from the Internet. The results we obtained from our quasi-experimental design statistical model were consistent with the argument that broadband Internet access has a positive effect on rural communities. Results from the analysis were consistent with the hypothesis that the investment in broadband Internet access leads to a more competitive economy. Further analysis, however, is needed to address the issue of causality much more completely. Increasingly the Internet has become integrated into the broader economy as more firms.

We measure the effect of broadband deployment on locations of new rural firms. Location-specific fixed effects are controlles by a counterfactual baseline that measures how local broadband services in the early 2000s affected local new firm entry in early 1990s before broadband was available anywhere. The change in location choice probability of new firms from the counterfactual baseline to the actual response ten years later is the Difference-in-Differences estimate of the effect of broadband deployment on locations of new firms. We find that broadband availability has a positive and significant effect on location decisions of new firms in rural areas, which is confirmed by a robustness test using ZIP code dummy variables. The broadband effect is largest in more populated rural areas and those adjacent to a metropolitan area, suggesting that broadband effect increases with agglomeration economics"--The cover

Book excerpt: Historically, waves of new technologies have brought Americans higher standards of living. Electrical service and hot and cold running water, for example, were once luxuries; now their absence makes a home substandard. Today, technologies for accessing the Internet are diffusing at an even faster rate than those earlier innovations once did, bringing with them commensurate transformations of Americans' way of life. Technologies that increase the speed at which data can be transmitted have had powerful effects. Most importantly, they have transformed the Internet from a tool used by a narrow group of academics and technicians into a means of interaction used by a large majority of Americans. However, Americans have not universally benefitted from better Internet access. Geography, especially the divide between rural and urban America, determines how much some Americans can benefit from the Internet. Networks have not been as extensively developed in rural areas as in urban areas. Some people in rural America still have dial-up as their best available, affordable technology, a technology that offers five percent of the capacity for what the FCC has said is the broadband threshold. Others have service that reaches the broadband level, but still does not offer the "lightning-fast" speeds advertised by Internet service providers in urban areas. Accordingly, the nation faces a "broadband gap," not only with regard to the lack of access in rural areas to service that meets the broadband threshold, but also with regard to the lack of availability of faster service between urban and rural America. This report identifies opportunity costs that arise from this gap. These costs exist today, but the pace at which data transmission capability is growing means that the inequality between the technology being newly deployed and the technology that was deployed a decade or more ago is increasing. Networks that connect research institutions in the United States can move 100,000 times more data per unit of time than the dial-up connections that some Americans still must use. The technology gap is not a fixed deficit that once filled, stays filled. The technology gap will be larger--much larger--in the future, along with the information and technology gap, unless significant action is taken to overcome it. Connecting to the Internet via high-speed technology such as DSL lines, cable, satellite, and wireless networks increases bandwidth and makes the Internet much more useful to businesses, households, and governments. Rural communities have not been left out of the ever changing Information economy, though there has been an issue of equal access across the rural-urban milieu, but what is driving the investment of broadband Internet technologies in rural areas. We use recently collected data on broadband availability and historical economic and demographic data in our exploration of causal relationships. We use logistic regressions and the geographic levels of measurement are county and sub-county areas. Our analysis, consistent with profit-maximizing firm behavior, clearly shows the effect of population density and per capita income levels have on industry investment and indicate the challenges rural communities have in obtaining and maintaining modern Internet access.

As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.

Recent federal policy programs have allocated $18 billion toward subsidizing the spread of this technology, especially to rural areas. Understanding the interplay between technology, firms, and the labor market is important for evaluating whether additional scarce government resources should be allocated to improve this type of infrastructure. Using models that include county and time fixed effects, the author finds that gaining access to broadband services in a county is associated with approximately a 1.8 percentage point increase in the employment rate, with larger effects in rural and isolated areas. Most of the employment gains result from existing firms increasing the scale of their labor demand and from growth in the labor force. These results are consistent with a theoretical model in which broadband technology is complementary to skilled workers, with larger effects among college-educated workers and in industries and occupations that employ more college-educated workers.

Widespread Internet adoption suggests it has great value to individuals, businesses, and communities. Broadband Internet access is becoming essential for both businesses and households; many compare its evolution to other technologies now considered common necessities--such as cars, electricity, televisions, microwave ovens, and cell phones. Although rural residents enjoy widespread access to the Internet, they are less likely to have high-speed, or broadband, Internet access than their urban counterparts. Nonetheless, broadband access for both rural and urban populations increased rapidly between 2000 and 2006. The main limitation of slower, dial-up Internet access is that many content-dense applications and documents, and such critical services as anti-virus protections, are not readily usable via dial-up due to low transmission capability and speed. Broadband Internet access in rural areas is less prevalent than in more densely populated areas of the country. Circumstantial evidence suggests that the difference in access may lie in the higher cost and limited availability of broadband Internet in rural areas. As a result, rural residents depend more on Internet use outside of the home, relying on places like the library, school, and work, where broadband Internet access is available.

Even in rural areas where broadband is available, infrastructure deployment has not kept pace with the growing need for faster and more reliable connectivity. At a time when access to affordable, robust broadband services is a fundamental part of efforts to restore America's economic well-being in both rural and urban areas, we must ensure that this capability is available to open the doors of opportunity for everyone.
