As you are aware, Mr. Chairman, the current Enabling Acts re quire the Supreme Court to transmit proposed rules to Congress during a regular session, but not later than May 1. Under the present acts, the rules automatically become effective unless Con gress takes some action within 90 days - except for evidence rules, when the period of time is 180 days. As our witnesses will describe in greater detail later in the hearing, the method by which rules are promulgated is generically called the Rules Enabling Act.
