Download or read book The Canadian Public Service written by John E. Hodgetts and published by University of Toronto Press. This book was released on 1973-12-15 with total page 563 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Public Service is now so large that it employs over ten per cent of Canada's labour force, and among its many boards, commissions, and corporations there is a constant juggling of conventional departmental portfolios in an effort to keep pace with changing public priorities. As these bureaucracies penetrate our lives more and more, there is increasing need for a study which describes and explains them. This book is the first to offer the necessary clarification. It says nothing about public servants themselves; rather it focuses on the physiognomy and physiology of the structures in which they work and through which programmes are allocated, work distributed, and policy decisions made for all of Canada. It also examines the way in which environmental forces have helped to shape our so-called administrative culture, as well as the monumental difficulties that are involved in co-ordinating the administration of this vast country, three-quarters of whose public service concerns are located outside the capital. It concludes that all of our public organizations, the public service has proven the most responsive to the forces of change, but that it has been so caught up in structural and managerial adaptation that its capacity to concern itself with substantive policy issues has been subverted.

Download or read book In Peace Prepared written by Andrew B. Godefroy and published by UBC Press. This book was released on 2014-10-15 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Allies claimed victory at the end of the Second World War, but the United States’ invention of the atomic bomb and its replication by the Soviet Union posed new dangers for all nations. In Peace Prepared examines what Canada’s Cold War Army did to prepare for war – and why and how it did it. Although a Third World War never happened, army officers supported by a large civilian defence workforce of scientists, engineers, and designers responded aggressively to the challenges presented by the possibility of nuclear attack. Through innovation and adaptation, they developed a collaborative and systematic approach to problem solving that not only played a significant role in the evolution of Canada’s national force but also shaped how armies in the Western Alliance related to one another during the Cold War and beyond.
Download or read book Taking the Air written by Paul Kopas and published by UBC Press. This book was released on 2007-12-01 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Taking the Air, Paul Kopas takes a comprehensive approach to the policy aspects of the management of parks and protected areas. He scrutinizes the policy-making process for national parks since the mid-1950s and interrogates the rationale and policies that have governed their administration. He argues that national parks and park policy reflect not only environmental concerns but also the political and social attitudes of bureaucrats, citizens, interest groups, Aboriginal peoples, and legal authorities. He explores how the goals of each group have been shaped by the historical context of park policy, influencing the shape and weight of their contributions.
