Its chapters are contributed by development economists and historians of thought from China and other parts of the world. The book describes important stages in the evolution, cross-fertilization and contextual modification of ideas about economic order, development and institutional change. It illustrates how Western concepts and theories have been adopted and adapted to Chinese conditions in different waves of modernization from the late 19th century until the present and that this was and is no one-way traffic. The book examines to what extent pre-classical thinking in the West, in particular French Physiocracy in mid-18th century, was influenced by China as an ideal and a source of ideas, at a time when China was the largest and most advanced economy in the world. It discusses to what extent different approaches of modern Western-style economics, in particular in the fields of development economics and institutional economics, can be used to understand the rapid transitions and developments of the Chinese economy in recent decades, and to what extent they need to be modified in the light of new experiences and insights. Available in PDF, EPUB and Kindle. Book excerpt: Great western development is a regional and preferential reform which began in the mid-1990s, and which intends to promote China's western economy. In this study, I statistically measure the effects of agricultural input growth, technological improvements and most importantly the improvement in institutional efficiency, which is attributed to great western development. This measurement is pursued by first discussing general aspects of Chinese agriculture, including a brief history of China's agricultural economy and politics as well as agricultural policy changes after the reforms. In order to estimate the effects of great western development on the Chinese agricultural production, I use the stochastic frontier production function. This approach is used widely in the field of economics in areas of measuring technical efficiency and policy effects in an industry with random shocks. I accompany this approach with several economic theories such as maximum likelihood estimation (MLE), measurement of technical inefficiency and estimation of technical change in the production function. An important contribution of this thesis is empirical estimation of stochastic frontier production function for great western development and a hypothesis test using the Monte-Carlo method. By maximum likelihood estimation with respect to the stochastic frontier production function, the measurement of the efficiency improvement is produced for the west and the east of China before and after great western development, respectively. A conclusion, made after the empirical analysis, is that great western development has positive effects on agricultural production and productivity in the western China.

Book excerpt: China’s dismantling of the Mao-era rural commune system and return to individual household farming under Deng Xiaoping has been seen as a successful turn away from a misguided social experiment and a rejection of the disastrous policies that produced widespread famine. In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. Eisenman argues that the commune was eliminated not because it was unproductive, but because it was politically undesirable: it was the post-Mao leadership led by Deng Xiaoping—not rural residents—who chose to abandon the commune in order to consolidate their control over China. Based on detailed and systematic national, provincial, and county-level data, as well as interviews with agricultural experts and former commune members, Red China’s Green Revolution is a comprehensive historical and social scientific analysis that fundamentally challenges our understanding of recent Chinese economic history.

Book excerpt: China is perhaps the most prominent example of a developing country that has transitioned from taxing to supporting agriculture. In recent years, Chinese price supports and subsidies have risen at an accelerating pace after they were linked to rising production costs. Per-acre subsidy payments to grain producers now equal 7 to 15 percent of those producers' gross income, but grain payments appear to have little influence on production decisions. Chinese authorities began raising price supports annually to bolster incentives, and Chinese prices for major farm commodities are rising above world prices, helping to attract a surge of agricultural imports. U.S. agricultural exports to China tripled in value during the period when China's agricultural support was accelerating. Overall, China's expansion of support is loosely constrained by World Trade Organization (WTO) commitments, but the country's price-support programs could exceed WTO limits in coming years. Chinese officials promise to continue increasing domestic policy support for agriculture, but the mix of policies may evolve as the Chinese agricultural sector becomes more commercialized and faces competitive pressures.

The approach of this research is twofold: political and sociological. The political approach focuses on the analysis of agricultural modernization policies between 2004 and 2014, with the aim of understanding the frames of reference of agricultural modernization promoted by the central government, which is characterized by two main goals – food security and economic development – and three main levers – science and technology, industries and the rural exodus. The spreading of this dominant frame of reference has effects on the sociological patterns of agricultural production, which are explored by the second approach of this research in four targeted areas: Beijing, Shandong, Jiangxi and Ningxia. Drawing on fieldwork and interviews, this sociological analysis investigates the modalities of the reinvolvement of Chinese government officials in rural areas through the implementation of policies aimed at modernizing agricultural production and examines the pattern of relationships and the roles played by political and economic stakeholders in the modernization process. The analysis of the sociopolitical frames built in the course of the modernization of agricultural production enables to identify the features of the agricultural modernization pathway China is engaging on. In particular, the established patterns of power and institutions in rural areas led to the establishment of roadblocks that impede transition towards social and environmental sustainability of agricultural production.
