In describing the creation, character, and role of these early French bishops, it also sheds light on social mobility, education, the career patterns and prospects of particular groups, the workings of patronage and clientage networks, and the wider dimensions of royal policy and patronage at this time. Joseph Bergin begins by analysing the structures of the French church and the process by which individuals were nominated and confirmed as bishops. He then presents a collective profile of these bishops in terms of their social and geographical origins, educational attainments, and pre-episcopal careers. Bergin examines royal patronage in relation to episcopal office, tracing the successive pressures with which the crown had to deal in the wider social and political world. In particular he shows how the crown painfully and gradually recovered control of church patronage after the low point of the religious wars, reducing the grip of the nobility on large numbers of dioceses. He also examines how reforming pressures were brought to bear on the crown to appoint bishops who met the standards of the counter-reformation church and how the crown became increasingly in tune with these reformist pressures. He concludes by explaining particular features of the French episcopate within a wider European context. The book, the result of years of research in French and Italian archives, includes an extensive biographical dictionary that will make it an invaluable reference for allFrench historians of the period.

This is the first scholarly study of the political and economic relationship between Louis XIV and the parlements of France, the Parlement of Paris and all the provincial tribunals. The author explains how the king managed to impose strict political discipline for which this reign, and only this reign, is known. Hurt shows that the king built upon that discipline to extract large sums of money from the judges in the parlements, thus damaging their economic interests. When the king died in 1715, the regent, Philippe d’Orléans, after a brief attempt to befriend the parlements through compromise, resorted to the authoritarian methods of Louis XIV and perpetuated the Sun King’s political and economic legacy. This study calls into question current revisionist understanding of Louis XIV and insists that absolute government had a harsh reality at its core. Based upon extensive archival research, this remarkable book will be of interest to all students of the history of early modern France and the monarchies of Europe.

Book excerpt: Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. For all of Henri IV's undoubted achievements, he had left his son a realm that was still prey to the ambitions of an aristocracy that possessed independentmilitary force and was prepared to resort to violence and vendetta in order to defend its interests and honour. To establish his personal authority, Louis XIII was forced to resort to conspiracy and murder, and even then his authority was constantly challenged. Yet a little over a century later, asthe reign of Louis XIV drew to a close, such disobedience was impossible. Instead, a simple royal command expressing the sovereign's disgrace was sufficient to compel the most powerful men and women in the kingdom to submit to imprisonment or internal exile without a trial or an opportunity tojustify their conduct, abandoning their normal lives, leaving families, careers, offices, and possessions behind in obedience to their sovereign.To explain that transformation, this volume examines the development of this new "politics of disgrace", why it emerged, how it was conceptualised, the conventions that governed its use, and reactions to it, not only from the perspective of the monarch and his noble subjects, but also the greatcorporations of the realm and the wider public. Although that new model of disgrace proved remarkably successful, influencing the ideas and actions of the dominant social elites, it was nevertheless contested, and the critique of disgrace connects to the second aim of this work, which is to useshifting attitudes to the practice as a means of investigating the nature of Ancien Regime political culture and some of the dramatic and profound changes it experienced in the years separating Louis XIII's dramatic seizure of power from the French Revolution.

Book excerpt: An original theory and meticulous analysis of how advocates of political secularization emerged historically and why they succeeded in some contexts but not others. Why do some countries adopt secular institutions while others do not? In The Origins of Secular Institutions, Zeynep Bulutgil develops a theory that combines ideational and organizational mechanisms to explain how institutional secularization occurs. She first focuses on why political groups with a secularizing agenda emerge. Her argument is that the circulation of Enlightenment literature among the elite and associations through which the elite could exchange ideas were the main factors that influenced the early emergence of secularizing political movements. She then turns to the conditions under which these movements succeed. Secularizing political groups are at a comparative disadvantage when it comes to recruiting grassroots support because, unlike religious actors, they cannot rely on a pre-existing institutional structure. They become likely to overcome this obstacle if they have time to build a robust organization before religious political movements emerge. Bulutgil supports these arguments by combining statistical analysis of original historical data with comparative analysis of countries in Europe (France, Spain, The United Kingdom) and the Middle East/North Africa (Turkey, Morocco, and Tunisia). An authoritative explanation of why political secularization occurred in some countries but not others, this book will reshape our understanding of an issue of unsurpassed importance for over two centuries: the effects of modernity on politics.
