More seriously, the standard histories have also held that they severely weakened national efforts to resist Nazi Germany and Stalinist Russia. Cecelia Lynch provides a long-overdue reevaluation of these movements. Throughout the work she challenges these interpretations, particularly regarding the postwar understanding of Realism, which forms the basis of core assumptions in international relations theory.The Realist account labels support for interwar peace movements as idealist. It holds that this support—largely pacifist in Britain, largely isolationist in the United States—led to overreliance on the League of Nations, appeasement, and eventually the onset of global war. Through a careful examination of both the social history of the peace movements and the diplomatic history of the interwar era, Lynch uncovers the serious contradictions as well as the systematic limitations of Realist understanding and outlines the making of the structure of the world community that would emerge from the war.Lynch focuses on the construction of the United Nations as evidence that the conventional history is incomplete as well as misleading. She brings to light the role of social movements in the formation of the normative underpinnings of the U.N., thus requiring scholars to rethink their understanding of the repercussions of the interwar experience as well as the significance of social movements for international life.

Book excerpt: Ever since its employment in the First World War, chemical warfare has always aroused controversy. Governments have responded by pursuing the policies of disarmament and deterrence in the hope of avoiding its recurrence. However, despite the signing of the Geneva Protocol in 1925 which banned the use of poison gas, chemical weapons have been used in subsequent conflicts and most recently in the Gulf War between Iraq and Iran. In this work the policies of disarmament and deterrence will be reassessed within a broad historical and strategic context. It will be argued that poison gas could still be used in a modern European conflict; that the Soviet forces are the best equipped to operate in a contaminated environment; and that weaknesses persist in NATO's anti-chemical defences and in her deterrent. It will be emphasised, too, that the Geneva disarmament talks, which have made some progress in recent years, still face formidable difficulties over the issues of verification and compliance. Above all, it will be claimed that the onset of nuclear parity between the superpowers has eroded the credibility of a deterrent to chemical attack based upon the threat of nuclear release. Accordingly, this book will contend that the United States should modernize her stockpile of chemical weapons to bolster the Western deterrent and to provide more leverage for the negotiations in Geneva.

Whereas most existing accounts privilege either diplomacy and foreign affairs, intelligence, or military affairs more narrowly, this study underlines the inexorable relationships between foreign policy, grand strategy, military force, intelligence, finance and not least, domestic politics and public opinion. Britain was the world's only global power in the inter-war period, and it confronted problems on a global scale. Policy-makers sought two goals: peace with security. They did so successfully in the 1920s, partly due to favourable circumstances that made their task relatively easy, and partly because they understood the strengths and limitations of British power and knew how to wield them. The situation deteriorated rapidly in the 1930s, however, as the international system became increasingly unfavourable to Britain. Policy-makers proved less adept than their predecessors at meeting these new challenges, partly because those challenges were more formidable, but also because they lacked the self-confidence of their predecessors, who had held high office during the most difficult years of the First World War and who lacked their understanding of how to wield the lever of international power. The study ends by providing a new and more sophisticated account of how and why Neville Chamberlain appeased the fascist powers in the late 1930s, and why Winston Churchill opposed him and eventually supplanted him in May 1940.

Book excerpt: In the early twentieth century, the new technology of flight changed warfare irrevocably, not only on the battlefield, but also on the home front. As prophesied before 1914, Britain in the First World War was effectively no longer an island, with its cities attacked by Zeppelin airships and Gotha bombers in one of the first strategic bombing campaigns. Drawing on prewar ideas about the fragility of modern industrial civilization, some writers now began to argue that the main strategic risk to Britain was not invasion or blockade, but the possibility of a sudden and intense aerial bombardment of London and other cities, which would cause tremendous destruction and massive casualties. The nation would be shattered in a matter of days or weeks, before it could fully mobilize for war. Defeat, decline, and perhaps even extinction, would follow. This theory of the knock-out blow from the air solidified into a consensus during the 1920s and by the 1930s had largely become an orthodoxy, accepted by pacifists and militarists alike. But the devastation feared in 1938 during the Munich Crisis, when gas masks were distributed and hundreds of thousands fled London, was far in excess of the damage wrought by the Luftwaffe during the Blitz in 1940 and 1941, as terrible as that was. The knock-out blow, then, was a myth. But it was a myth with consequences. For the first time, The Next War in the Air reconstructs the concept of the knock-out blow as it was articulated in the public sphere, the reasons why it came to be so widely accepted by both experts and non-experts, and the way it shaped the responses of the British public to some of the great issues facing them in the 1930s, from pacifism to fascism. Drawing on both archival documents and fictional and non-fictional publications from the period between 1908, when aviation was first perceived as a threat to British security, and 1941, when the Blitz ended, and it became clear that no knock-out blow was coming, The Next War in the Air provides a fascinating insight into the origins and evolution of this important cultural and intellectual phenomenon, Britain's fear of the bomber.
