The internal frustration in the agency required immediate intervention and change. The police chief and two independent consultants devised a strategy to develop a transition plan for the agency. The organizational intervention began with the development of a change team. Its strategic planning focused on six factors: social considerations, technological development, environmental challenges, economic considerations, political consideration and organizational consideration. The results in the agency demonstrated the value of planned change in comparison to reactive adaptation. The experience was used as the basis for a change model for law enforcement agencies.

Book excerpt: This futures study examines the organizational structure that will support a positive work environment for women in California law enforcement by the year 2001. The study consists of four parts: a future study that identifies significant trends and events that impact the issue, a strategic plan, a transition management plan, and a conclusion with recommendations. Future scenarios are developed based on forecasted trends and events. A strategic plan is developed from a designated scenario and applied to the Santa Ana Police Department as a study model. Selected policies are developed into a transition management plan that identifies the critical mass for implementation development, a management structure to assist in the change process, and supporting technologies for the transition process. The study concludes that a positive work environment for police women is one that values the complex role and competing interests that women face in both society and the work place. The study further concludes that the majority of police executives have not created the organizational culture that values the diversity of women within law enforcement. Recommended actions include executive commitment to create the organizational structure that supports a positive work environment, provision of awareness training of the values the diversity of the work force, and demonstration of agency support for women by providing mentoring for career development. Recommendations for future study focus on the effect of flex-time and job sharing on productivity and how women will impact the future of community-oriented policing.

Results are what count and programs are increasingly required to demonstrate that activities and programs are viable and worthy of budgetary support. This emphasizes the necessity of ensuring that the managerial processes foster accountability. To ensure success, it is essential that organizational leaders encourage and constantly supervise this management process. Performance improvement occurs when there is an ongoing process that creates strategic performance objectives, such as measures performance, collects, and analyses, which result in the reporting of performance data that can focus on improvement. The key chapter in the text is entitled “Accountability for Performance” inasmuch as it circumscribes the remainder of the concepts discussed, and reviews the necessity of creating an accountability environment fostered by positive communications. The pivotal aspects of accountability are discussed, and each of the five levels reviewed. Chapters deal with a range of potential evaluation tools to include logic models, crime mapping, program evaluation techniques, and problem solving.
