Book excerpt: Non-governmental organizations (NGOs), popularly known as charities, are acknowledged to be pivotal to poverty alleviation, especially in African countries where government capacity and revenues are often limited. Despite their prominent role in poverty alleviation, little is known about how these organizations function in developing countries. This book charts a new path by considering the role of NGOs in African development and by using a number of new large-scale, representative data sets. The book integrates a fragmented literature spanning many different disciplines by providing an overview of what is known about the sector. This includes the growth and importance of the sector, a cross-country comparison of NGO sectors and various perspectives on the role of NGOs. The book also looks at the shortcomings of the literature – or what we do not know – mapping and exploring the questions the literature has failed to answer such as what motivates NGOs, how are they funded, to whom are they accountable and what are the determinants of their growth and survival.

The book historicizes NGOs using the Rockefeller Foundation as a case study, looking at its tripartite paradoxical roles as an agent of colonialism, globalization and development/underdevelopment. It deploys interdisciplinary devices to show how the RF projects have engaged in marginalization, patronage and ‘othering’ of African values and customs and the ensuing controversies. Using globalization, postmodern and postcolonial theories the book deconstructs the long-held myths about NGO inviolability, and opens ground for understanding their strengths. It interrogates sites of contestation, apprehension and possibilities that the RF has produced. Using RF projects, it looks at structures of hegemony, race, power, class and gender that the RF has created. The book illustrates the extent to which the RF has been instrumental in spreading capitalism, imperialism in economic, political, cultural and social realms through globalization. It desists from the grand narrative approach that has dominated African history in the past but instead gives agency and voice to those that have previously been marginalized.

Book excerpt: The presence of weak local government structures in terms of infrastructure, human and financial resources have rendered them unresponsive to people's suffering in much of Africa and Uganda in particular. This phenomenon has culminated into poor socioeconomic welfare of citizens as manifested in poor health and education provision, unemployment and poverty especially in rural areas of eastern Uganda which has the second highest poverty rate of all the regions of Uganda and to be specific Bugiri district in which this study was done. The interesting question here is, how do citizens cope with such poor socioeconomic welfare? The answer to this question seems to lie in Community initiatives in form of NGOs. However, recent studies by The World Bank have pointed out weakness in NGOs development work in regard to impact and sustainability. This was the basis upon which this study was conducted to prove or disapprove the above studies. Finally, this book makes some recommendations based on the findings and the critical one being how NGOs can raise finances locally if they are to save themselves from the challenges associated with financial dependency.
