Drawing upon 140 elite interviews and building upon ideational comparative political theories, the paper highlights the role of ideas in the policy change process. It identifies how particular ideas can be used to construct policy problems, how these ideas can gain legitimacy through battles with competing ideas, and how policy legacies can influence whether ideas take root. The findings from the comparative case analysis expose a critical difference between “positive legacies” and “negative legacies” to account for different liberalization trajectories.

A core contribution of the book is that it develops theoretical propositions about power resource theory, provides clear definitions of the core concepts as well as apply the power resource theory to a range of new or emerging topic fields like global value chains, minimum wages, and migrant workers.

Despite their number and indispensability in the global economy, these workers suffer workplace violations that range from underpayment of wages, to unsafe work conditions through to sexual assault and even industrial manslaughter. Patterns of Exploitation documents the bases for exploitation. It does this through a comparison of labor laws and practices in six labor law jurisdictions and four countries, over a twenty-year period: Australia, Canada (Ontario, British Columbia and Alberta), the United Kingdom (England) and the United States (California). Starting with a startling new database (the Migrant Worker Rights Database) of 907 court cases involving 1,912 migrants, this unprecedented study offers in-depth analysis of seven court cases to document individual migrant experiences. It draws upon 53 interviews with leading counsel (and other actors) on both sides of litigation to provide an assessment of the patterns of exploitation that emerge. The central factors informing these narratives are ethnicity, gender, occupational sector, visa status, trade union membership and enforcement policy. Yet, the key factor that explains variation across cases is the industrial relations systems of these four countries. This central finding emphasizes ongoing institutional resilience in labor market regulation, even within most-similar liberal market economies that these cases represent"--

To secure its institutional integrity, the EU designed several new institutions to support member states in need but also to facilitate socio-economic adjustments. The European Stability Mechanism (ESM) lies at the centre of this strategy: it provides financial assistance to member states in severe crisis on an intergovernmental basis while demanding compliance with adjustment programs from program countries. Based on a comparative political economic analysis, Remaking European Political Economies shows that the EU’s financial assistance programs focused strongly on reforms that led to a partial convergence of program countries based on market-based economic governance and reduced governmental influence in the economy. The book draws on extensive, empirically based case studies of two prominent euro area countries in crisis: Greece and Ireland. Dennis Zagermann illustrates that socio-economic models in the euro area can experience institutional change if exposed to severe crises in combination with financial assistance programs that include policy conditionality. In doing so, his book sheds light on the central question of whether there is a possible convergence of European models of capitalism – a question that has been at the centre of comparative political economic debates for over thirty years.

Available in PDF, EPUB and Kindle. Book excerpt: Why do some European welfare states protect unemployed and inadequately employed workers ("outsiders") from economic uncertainty better than others? Philip Rathgeb’s study of labor market policy change in three somewhat-similar small states—Austria, Denmark, and Sweden—explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research—trade unions and party politics—that, with few exceptions, have advanced without a mutual exchange. Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments—and thus political parties—to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.

It includes country studies of the USA, Canada, Australia, the UK, New Zealand and Ireland, where there has been increasing concern about the prevalence of such work, and working time uncertainty, as well as varying levels of public policy debate on regulation. The book incorporates a comparative review of zero hours work based on the findings of the country studies. This pays particular attention to state regulatory responses to zero hours work, and incorporates the sociological concepts of accumulation and legitimation functions of the state. Exploring the regulation of zero hours work beyond individual countries, the book includes an analysis of external regulation of zero hours work at the supranational level, namely the European Union and ILO. Further, it assesses the implications of zero hours for workers in new sectors of economic activity, particularly the impact of the platform or ‘gig’ economy on the fundamental nature of the employment relationship. Available in PDF, EPUB and Kindle. Book excerpt: Contingent forms of employment are usually associated with low-quality jobs and, by inference, jobs that workers find relatively unsatisfying. This assumption is tested using data from a representative household panel survey covering a country (Australia) with a high incidence of nonstandard employment. Results from the estimation of ordered logit regression models reveal that among males, both casual employees and labor-hire (agency) workers (but not fixed-term contract workers) report noticeably lower levels of job satisfaction, though this association diminishes with job tenure. Negative effects for women are mainly restricted to labor-hire workers.
