Book excerpt: Despite the efforts of urban and suburban high schools to break down barriers that exist in preparing students for post-secondary education, there is still progress to be made. Urban school counselors face barriers that do not exist in suburban schools in terms of the availability of resources, funding, economic status, social class, and ethnicity. In 2001, American School Counseling Association (ASCA) adopted the National Model for School Counseling to provide counselors with a framework for building, implementing, and evaluating school counseling programs. This thesis will analyze the differences in access to, and quality of, student counseling in urban and suburban schools, and the effects on student achievement in preparation for post-secondary education by comparing four high schools in Urban Baltimore City with four high schools in Suburban Baltimore County. The history, background and data will show that differences within urban and suburban educational systems exist when preparing students for academic achievement. The purpose of this study is to explore the role of high school counselors in increasing student access.

Book excerpt: Higher education is not equally accessible for low-income students, first-generation students, and students of color, nor are these students equally prepared for post-secondary success. Although much has been gained from substantial research identifying factors that predict college access and retention for underrepresented students, the role of the high school counselor, which has been identified as critical for college planning among urban students, has been conspicuously absent. Based on the role of school counselors in providing influence on underrepresented students' postsecondary planning, this study examined the experiences of urban high school counselors. Two rounds of semi-structured interviews were conducted to gather qualitative data on counselors' perceptions of their ability to influence college access and retention of their students. Participants consisted of eleven urban high school counselors who have had experience college planning with low-income, first-generation, and students of color. The interviews were transcribed, coded, and analyzed using HyperResearch software. The results of this study were examined within the context of social capital theory and its role in understanding how the transmission of capital is critical for educational attainment. Five major themes surfaced in relation to counselors' experiences: counselor under-preparedness, urban school settings, complex college planning process, accountability, and vocational commitment. The findings reveal that urban high school counselors believe they have the ability to influence college access and retention among their students; however, informal and formal policies and a lack of preparation for their work constrain their ability to exert this influence. Despite these challenges, urban counselors remain committed to their work and thus continue to transmit social capital through their relationships with students. These findings suggest that policy efforts should be geared towards increasing urban high school counselors' capacity to build quality relationships with their students in effort to improve their ability to promote the educational attainment of their students.

Book excerpt: Current research is limited concerning the alignment of the perceived role of high school counselors among stakeholders. This quantitative methods study found both convergent and divergent themes surrounding high school counselors' roles and how others perceive their roles. Counselor job descriptions were not well aligned with American School Counselor Association recommendations. Differences between grades and school as well as gender and ethnic differences were found. Counselors adapted to requirements of the local site and culture, which tended to drive the importance of certain duties over others. Recommendations were made for clearer role definition from professional organizations and identification of stakeholder perceptions that would allow counselors to develop more effective relationships and meet needs for counseling services within stakeholder expectations as well as counselor-identified need areas. Factor analysis found seven latent variables that counselors seem to focus on according to the importance ratings of stakeholders were: 1) College, career, and class planning; 2) School programs and communication; 3) Student personal issues; 4) Working with staff; 5) Student learning; 6) Technician, teaching, and supervision; and 7) Rules, regulations, and discipline. Supporting research includes an analysis of district and school site job descriptions; differences in overall group perceptions of students, parents, teachers, and counselors; and an analysis of demographic differences in the interpretation of counselors' roles. Results also include a convergence of the lowest mean difference in areas where the professional identity of high school counselors align with serving the academic needs of students to be best prepared for postsecondary experiences such as employment and/or acceptance to college. A clearer consensus of the role of counselors, one that aligns with recommendations from a counselors' professional organizations, such as the American School Counselor Association (ASCA), and with job descriptions by school boards, may allow counselors to better serve students, parents, and teachers. By identifying the stakeholder perceptions on the frequency and importance of counselor roles, high school counseling teams can move towards such an alignment in order to be more effective in providing counseling services.

Book excerpt: This dissertation research examines and critiques the perceptions and lived experiences of urban secondary school counselors, administrators, and teachers on the roles of school counseling in urban education. The role of school counseling in urban education has been misunderstood for decades perpetuating tensions in the role, resulting in school counselors having much difficulty developing a "true" professional identity. Following one year of data collected through 30 school counselor, 8 administrator, and 24 teacher interviews, and American School Counselor Association curriculum analysis, I argue that the perceptions about the role of school counseling impact the professional identity of urban school counselors influencing their practice with their historically marginalized students. Specifically, the role definitions of school counselors that are embedded in the organizational identity contribute to the tensions in the role causing role ambiguity and intrapersonal and interpersonal role conflict for urban school counselors.

Utilizing the tools of case study including document analysis, focus groups, interviews, and observations, this study attempts to gain a thorough understanding about what high school guidance counselors in Missouri know and what they do not know about assisting undocumented students seeking access to college and other post-secondary opportunities. The participants in this study were high school guidance counselors in a mid-sized urban/suburban school district. Because Missouri is not a DREAM act state, these high school guidance counselors face barriers when assisting undocumented students. The study indicates high school guidance counselors in Missouri lack awareness about undocumented students, lack knowledge about laws, practices, and programs concerning undocumented students, and need training about how to best serve undocumented students who are applying for post-secondary educational opportunities.
