His primary focus is the high politics" of European integration after 1989, especially the role of the Franco-German relationship in the Maastricht Treaty process.Acknowledging the important roots of the treaty in economic and institutional developments prior to 1989, Baun argues that Maastricht principally can be understood as a response by the EU and its member states to German unification and the end of the cold war. In making this argument, he departs from more conventional neofunctionalist or institutionalist interpretations of European integration.After providing the historical background of developments before 1989, Baun weighs the decision to launch parallel intergovernmental conferences on monetary and political union in 1990 and describes in detail the negotiations and treaty outcomes in each of these areas. He then examines the difficult ratification of the Maastricht treaty in 1992-1993, in the face of growing popular opposition and economic and monetary instability. Most of those who believe that, however, have no understanding of how, and why, it became possible to imagine that the diverse peoples of Europe might be united in a single political community. The Pursuit of Europe tells the story of the evolution of the 'European project', from the end of the Napoleonic Wars, which saw the earliest creation of a 'Concert ofEurope', right through to Brexit. The question was how, after centuries of internecine conflict, to create a united Europe while still preserving the political legal and cultural integrity of each individual nation. The need tofind an answer to this question became more acute after two world wars had shown that if the nations of Europe were to continue to play a role in the world they could now only do so together. To achieve that, however, they had to be prepared to merge their zealously-guarded sovereign powers into a new form of trans-national constitutionalism. This, the European Union has tried to do. Here, Anthony Pagden argues that it has created not as its enemies have claimed, a'super-state' but a new post-national order united in a political life based, not upon the old shibboleths of nationalism and patriotism, but upon a common body of values and aspirations.It is this, argues Pagden, that will allow the Union to defeat its political enemies from within, and to overcome the difficulties, from mass migration to the pandemic, which it faces from without. But it will only succeed in doing so if it also continues to evolve as it has over the past two centuries.

Well-known for its problem based learning (PBL) educational model, Maastricht University implemented research-based learning (RBL) as a new educational concept in addition to PBL, around 2009. The model has taken the shape of an excellence programme offering third-year bachelor students an opportunity to conduct academic research together with academic staff. The introduction of the research-based learning concept into the programmes of all Maastricht University’s faculties has resulted in a range of RBL models that vary to fit the various disciplines and programmes offered by the faculties. The book first presents theoretical models and a description of the concepts of research-based learning and undergraduate research (UGR). Next, by means of case studies, it describes the formulas developed to suit the various programmes, the challenges encountered, the initial reservations on the part of the staff, the limitations caused by regulations and demands of the curricula, as well as the successes and results of the excellence programme.
