Book excerpt: This book breaks new ground by bringing together recent research into the determinants of marginalization risks for the unemployed and research into new social policies for combating marginalization. It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers. The case is made for a major new policy initiative to improve the quality of working life of the low-skilled and their opportunities for skill development.

Book excerpt: In this volume, the European research project YUSEDER ("Youth Unemployment and Social Exclusion: Dimensions, Subjective Experiences and Institutional Responses in Six Countries of the EU"), supported by the EU Commission (Directorate General Research) as a part of the programme Targeted Socio-Economic Research (TSER), addresses the question of what effects long-term unemployment has on young people in regard of their feeling of belonging to society. Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployment young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain. Researches from psychology, sociology, public health and psychiatry participated in this research project coordinated by Thomas Kieselbach (University of Bremen, Germany). The volumes in the series published up to now within the YUSEDER project represent a state of the art overview of the topic of youth unemployment and health (volume 1) and youth unemployment and social exclusion (volume 2) in the six participating countries. This third volume focuses on the personal experiences and assessments of young people affected by unemployment. Besides presenting the country-specific manifestations of social exclusion, this new study identifies those important key mechanisms which increase (vulnerability factors) or reduce (protective factors) the risk of social exclusion. Clearly something needs to change, but current social-assistance models are based on problematic assumptions about the lives and possible trajectories of "risky" young people. Reimagining Intervention in Young Lives explores the difficulties many marginalized young people encounter with the "support system" available to them, as well as the social forces that push them to the margins in the first place. Drawn from interviews with forty-five patrons of a youth drop-in centre, this important work resituates the nexus of the problem from the identification of individual "risk factors" to the recognition of the contradictions and barriers contained in the very social-aid structures that are meant to bring their target populations back in to the fold of "normal" society. Intervention is indeed necessary, but more to challenge the prevailing structures that incorrectly presume how youth themselves interpret risk, poverty, and, most important of all, their own potential.

As Kafka has been quoted as saying, “Youth is happy because it has the ability to see beauty. Anyone who keeps the ability to see beauty never grows old”. Therefore, young people, and those young at heart, perform an integral role in society, and they must be well integrated to enable their successful engagement within their communities.

Book excerpt: In the gig economy, workers complete one-off tasks for compensation via digitally-mediated, on-demand labor platforms. While demographic data indicates that many gig workers are economically precarious and belong to marginalized social groups, little is known about how marginalization impacts their experiences. To fill this gap in research, this dissertation presents two qualitative studies on the opportunities and risks presented by the gig economy for workers who are economically and socially marginalized. The first study examines how workers navigate privacy-related risks in crowdwork in light of their economic dependence on such work. This study demonstrates that economic considerations are a key factor in how workers decide whether or not to complete privacy-invasive tasks, and problematically, that financial need can compel workers to complete risky tasks despite their privacy concerns. Further, I show that managing privacy in crowdwork constitutes a significant amount of unpaid, invisible labor that must also be shouldered by workers. The second study focuses on workers with disabilities and their experience with a wide variety of gig work, including ridesharing, delivery services, freelancing, and crowdwork. This study finds that gig work can offer disabled workers several benefits that are lacking in traditional employment, but that they also face several disability-related challenges in accessing and completing work. Navigating these challenges involves a large amount of invisible labor, and workers' dependence on income from gig work can further disenfranchise them and restrict their ability to exercise discretion in the tasks they choose to complete. Together, this dissertation identifies a key tension: gig work can be a vital source of needed income for workers who face broader economic and social exclusion, but at the same time, marginalization orders and shapes several aspects of how workers complete and experience gig work. I show how the power asymmetries on labor platforms and broader marginalizing forces combine to present workers with both new and amplified risks and challenges. Further, workers have to perform a significant amount of invisible labor to mitigate these challenges, and I show how the burden of this labor is acutely felt by workers who are already marginalized. I also call attention to how many workers can face complicated intersectional challenges based on multiple marginalized identities, such as along the lines of race, gender, sexual orientation, disability, and socioeconomic status. This dissertation makes three main contributions. First, I provide an empirical understanding of the opportunities and challenges that come with working on digitally-mediated labor platforms for workers who are economically precarious, have one or more disabilities, and/or hold multiple marginalized identities. Second, I add to theoretical understandings of the power asymmetries on labor platforms and their consequences, focusing on the impact on marginalized workers. Finally, based on my findings, I put forth several suggestions for how labor platforms can be designed to be more inclusive for workers with diverse needs and backgrounds.

Book excerpt: The book is the first major study to examine the implications of differences in welfare regimes for the experience of unemployment in Europe. It is concerned with three central questions about the way such regimes affect the experience of unemployment. The first is how far they protect the quality of life of unemployed people with respect to living standards and the experience of financial hardship. The second is their role in mediating the impact of unemployment on the individual's longer-term position in the labour market, addressing the issue of how far they help to prevent progressive marginalization from the employment structure as a result of motivational change, skill loss or the growth of discriminatory barriers. The third is how far such regimes mediate the impact of unemployment on social integration in the community, for instance with respect to the maintenance (or rupture) of social networks and the degree of psychological distress experienced by the unemployed. The book is the product of a major cross-cultural research programme, funded by the European Union (TSER), bringing together teams from eight countries. The emphasis has been on rigorous comparison rather than the all-too-frequent separate country analyses, which usually provide data which differs in format from one country to another. In addition to a systematic comparison of national data sources, it has been able to make use of a new important data source (the European Community Household Panel) produced by Eurostat which provides directly comparable information for all EU countries. The study shows that institutional and cultural differences have vital implications for the experience of unemployment. While welfare policies affect in an important way the pervasiveness of poverty, it is above all the patterns of family structure and the culture of sociability in a society that affect vulnerability to social isolation. The book concludes by developing a new perspective for understanding the risk of social exclusion.
