Established in 1765 under the personal protection of Catherine the Great, its mission was to enlighten the villages and country estates of the Russian Empire by spreading the gospel of scientific agriculture to noble landowners and the peasants working their land. Emulating the patriotic associations of Western and Central Europe, it also sought to put the finishing touches on the cultural westernization of Russia initiated by the reforming tsar Peter the Great. Within the walls of its meeting house in St. Petersburg, it offered a neutral space where people of different rank, status, and lineage assembled to debate the great issues of the day, above all else the role of a privileged and enlightened nobility in a society anchored in serfdom. For its network of readers and correspondents in the provinces, it provided an opportunity to earn distinction on Russia's public stage through its voluminous publications and its flagship journal, the Transactions of the Free Economic Society. The Society provided the template for public activity and initiative in Imperial Russia, as hundreds of other organizations in the nineteenth century would emulate its example.

Rather than treat political economy as a pre-existing intellectual orthodoxy that shaped imperial policymaking, it focuses on the ways in which economic thought was generated in moments of imperial crisis – especially those where politicians, commercial interest groups, and pamphleteer economists were forced to wrestle with the tensions between economic growth, political authority, and social stability. By rooting economic discourse and debate in specific problems of imperial commerce and administration, and by highlighting the many different actors and negotiations that produced economic policy, it argues that the transition from mercantilism to liberalism – the shift from protectionism to free trade – is a flawed description of eighteenth-century developments in economic thought.

By integrating recent advances in the study of human biology and nutrition as they relate to physical stature, population growth, and levels of economic development, he reveals an intense Malthusian crisis in the Habsburg lands during the second half of the eighteenth century. At that time food shortages brought about by the accelerated population growth of the 1730s forced the government to adopt a reform program that opened the way for the beginning of the industrial revolution in Austria and in the Czech Crownlands. Comparing this "Austrian model" of economic growth to the industrial revolution in Britain, Komlos argues that the model is general enough to explain demographic and economic growth elsewhere in Europe--despite obvious regional differences. The main feature of the model is the interplay between a persistent, even if small, tendency to accumulate capital and a population with an underlying tendency to grow in numbers while remaining subject to Malthusian checks, particularly a limited availability of food. According to Komlos, modern economic growth in Europe began when the food constraint was finally lifted. Originally published in 1989.
