Without it, however, the war in the West may not have been won, and the war in the East might have lasted much longer and perhaps ended differently. The men who formed and commanded this large fighting force have, with few exceptions, not been as thoroughly studied as their army counterparts. The vessels they created were highly specialized craft which operated in the narrow confines of the Western rivers in places that could not otherwise receive fire support. Ironclads and gunboats protected army forces and convoyed much needed supplies to far-flung Federal forces. They patrolled thousands of miles of rivers and fought battles that were every bit as harrowing as land engagements yet inside iron monsters that created stifling heat with little ventilation. This book is about the intrepid men who fought under these conditions and the highly improvised boats in which they fought. The tactics their commanders developed were the basis for many later naval operations. Of equal importance were lessons learned about what not to do. The flag officers and admirals of the Mississippi Squadron wrote the rules for modern riverine warfare.

The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.

They were inspired by the heroism of the Azad Hind Fauj. But their anger was sparked by terrible service conditions, racism, and broken recruitment promises. In less than 48 hours, 20,000 men took over 78 ships and 21 shore establishments and replaced British flags with the entwined flags of the Congress, the Muslim League, and the communists. The British panicked and announced a Cabinet Mission to discuss modalities of transfer of power. By this time, Indian troops had refused to fire on the ratings, and the mutiny sparked revolts in other branches of the armed forces. The young ratings presented a charter of demands, even as they fought pitched battles against British troops. People thronged the streets in support, and hartals were followed by street fights between civilians and British soldiers resulting in over 400 deaths and 1,500 injured. To quell the rebellion, British commanded their powerful warship HMS Glasgow to sail rapidly from Trincomalee and ordered low sorties by the Royal Air Force fighter planes. In retaliation, the ratings trained the guns mounted on the captured ships towards the shore, threatening to blow Gateway of India, Yacht Club, and the dockyards. As violence escalated, telegrams flew between the Viceroy’s office and the British Cabinet. The British realized they could no longer hold India by force. While the communists continued to support the rebellious ratings, the Congress and the Muslim League persuaded them to surrender, promising they would not be victimized. Shamefully, years later, the governments of India and Pakistan refused to honour those promises after Independence. The mutiny caused public disagreements between Gandhiji and Aruna Asaf Ali, and between Sardar Patel and Nehru. Historians say it accelerated the transfer of power. But this seminal event, which inspired songs, art and theatre has been edited out of the popular narratives of the Freedom Movement.

The military traditions and theories which have emerged in different parts of Eurasia throughout history are products of geopolitics and unique to the different regions. To illuminate the drastic changes many European navies have undergone over the last twenty-five years, Jeremy Stöhs analyzes the defense policies and naval strategies of eleven European states as well as the evolution, deployment, and capabilities of their respective naval forces. In these case studies, the development of Europe’s most important naval forces is assessed per the respective strategic framework in which they have operated over the past two decades. Stöhs describes not only the general composition of each force but also the range of their capabilities and their important technical features. His study shows that since the end of the Cold War, all but a few European navies have significantly decreased in size and, thus, have ceded important capabilities along the way. Based on the understanding of sea power as a prerequisite for political influence and economic health, the consequences of the geopolitical shift toward the Asian-Pacific region, and most importantly the general decline of Europe’s traditional naval capabilities, the author concludes that the ability of European states to influence events near and abroad by means of their naval forces has atrophied and will continue to be called into question in the future.
