For more than two decades, fear of "cyber-doom" scenarios—i.e. cyberattacks against critical infrastructure resulting in catastrophic physical, social, and economic impacts—has been a persistent feature of the U.S. cybersecurity debate. This is despite the fact that no cyberattack has come close to realizing such impacts. This book argues that such scenarios are part of a broader rhetoric of cyber-doom within the U.S. cybersecurity debate, and takes a multidisciplinary approach that draws on research in history, sociology, communication, psychology, and political science. It identifies a number of variations of cyber-doom rhetoric, then places them into a larger historical context, assesses how realistic the fears expressed in such rhetoric are, and finally draws out the policy implications of relying on these fears to structure our response to cybersecurity challenges. The United States faces very real cybersecurity challenges that are, nonetheless, much less dramatic than what is implied in the rhetoric. This book argues that relying on cyber-doom rhetoric to frame our thinking about such threats is counterproductive, and encourages us to develop ways of thinking and speaking about cybersecurity beyond cyber-doom. This book will be of much interest to students of cybersecurity, foreign policy, public administration, national security, and international relations in general.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. It draws upon untapped archival and historical materials from the WWI and interwar periods, as well as original on-site research, to show how the cemeteries came to display and advance the vision of the modern US soldier as “a global force for good.” Ultimately, within the visual display of overseas cemeteries we can detect the birth of “the modern US soldier”—a potent icon in which divergent emotions, memories, beliefs, and arguments of Americans and non-Americans have been expressed for a century.

Book excerpt: The Securitization of Memorial Space argues that the National September 11 Memorial and Memorial Museum is a securitized site of memory—what Foucault called a dispositif—that polices visitors and publics to remember trauma, darkness, and victimage in ways that perpetuate the “necessity” of the Global War on Terrorism. Contributing to studies in public memory, rhetoric and argumentation, and critical security studies, Nicholas S. Paliewicz and Marouf Hasian Jr. show how various human and nonhuman actors participated in complicated argumentative formations that have mobilized political, performative, and militaristic practices of anti-terroristic violence in other parts of the world. While there were times that certain argumentative stakeholders—such as local New Yorkers—questioned the necessity of securitizing this site of memory, agentic factions including the families of those who died on 9/11, public supporters, security agents, and politicians created an ideologically oriented security assemblage that remembers 9/11 through counter-terroristic performances at Ground Zero. In chronological order from the 2001 “dustbowl” to the present popularization of 9/11 memories, the authors present seven chapters of rich rhetorical analysis that show how the National September 11 Memorial and Memorial Museum perpetuates grief, uncertainty, and angst that affects public memory in multidirectional ways.

A plethora of companies have now arisen—everything from mighty social enterprises like Warby Parker and TOMS to tiny outfits like Clean Slate and Bright Endeavors—whose business-focused approach to social problems is not merely additive but integral to their missions. These companies respond not only to a felt proliferation of humanitarian and environmental predicaments, but also to enormous shifts in in public feelings and technological sensibilities. These predicaments and make social entrepreneurships urgently needed and remarkably complicated. But if social entrepreneurs deal with that complexity with a business-as-usual approach to making the world better—imitating, for example, corporate social responsibility initiatives by transnational companies—they will lose their vital distinctiveness and efficacy. Drawing on a transdisciplinary perspective, close rhetorical analysis, and qualitative interviews with social entrepreneurs, this book argues that one good way to keep social business disruptive is to rethink how organizations model their communication. Instead of assuming a conventional theory of communication, neatly organized around the relations of senders and receivers, social entrepreneurship should enact a performative model of communication in which messaging and action are affectively woven. This book offers suggestions for making this performative model sustainably disruptive in relation to questions that pester social entrepreneurs: how to tell the company story, how to raise awareness, how to address complex audiences, and how to solve problems.

The term “Dark Web” conjures up drug markets, unregulated gun sales, stolen credit cards. But, as Robert Gehl points out in Weaving the Dark Web, for each of these illegitimate uses, there are other, legitimate ones: the New York Times's anonymous whistleblowing system, for example, and the use of encryption by political dissidents. Defining the Dark Web straightforwardly as websites that can be accessed only with special routing software, and noting the frequent use of “legitimate” and its variations by users, journalists, and law enforcement to describe Dark Web practices (judging them “legit” or “sh!t”), Gehl uses the concept of legitimacy as a window into the Dark Web. He does so by examining the history of three Dark Web systems: Freenet, Tor, and I2P. Gehl presents three distinct meanings of legitimate: legitimate force, or the state's claim to a monopoly on violence; organizational propriety; and authenticity. He explores how Freenet, Tor, and I2P grappled with these different meanings, and then discusses each form of legitimacy in detail by examining Dark Web markets, search engines, and social networking sites. Finally, taking a broader view of the Dark Web, Gehl argues for the value of anonymous political speech in a time of ubiquitous surveillance. If we shut down the Dark Web, he argues, we lose a valuable channel for dissent.
