Book excerpt: This volume compiles and reprints the responses of 37 organizations to a series of questions issued by the House Committee on Agriculture in anticipation of debates concerning the Research Title of the 1995 Farm Bill due for updating and revision. The questions address some of the following topics: the role of the federal government in agricultural research, coordination and relations with other federal agencies, the suitability of various regulations and procedures, setting research priorities, integrating federal-state-industry research pools, effectiveness of coordinating and advisory boards, efficiency and accountability in administration of these federal funds, partnerships with other types of organizations, guidelines for use of federal funds, land grant universities' roles, fund allocation formulas, and regional research and extension cooperation. The organizations that responded to these questions include the Department of Agriculture, the Coalition on Funding Agricultural Research Mission, professional societies such as the Phytopathological Society and the Entomological Society of America, individual higher education institutions like the Universities of Minnesota and Arkansas and Ohio State University, international organizations such as the World Bank and the International Food Policy Research Institute, and Associations such as the American Feed Industry Association and the Association of American Veterinary Medical Colleges. The food industry, as defined here, includes farmers, their input suppliers, processors and distributors. This text explores how the private sector reacts to the stimulus of public support measures, rules and regulations which are usually motivated by entirely different ends than those desired within the private sector. No current single model of economic behavior as yet adequately encompasses or quantifies these complex vectors and forces. Management is comprised of many factors, most of which can be identified ex post but few of which can be appraised precisely ex ante. The perceptual processes by which managers respond to governments are influenced by culture, aptitudes, individual and collective goals. details of most government/business relationships are discussed Few openly since management and government officials are, understandably, often reluctant to share the decision tree route by which trust is built and understandings are negotiated. Our text differs from others in that we combine both a theoretical and experiential approach to the subject. The insights provided by the case study material give a more macro and yet realistic view than tha t usually offered elsewhere. We indicate the risks and dynamics of the situations faced by management while also showing the importance and strategic relevance of a solid analytical foundation for managerial purposes.

Book excerpt: There have been numerous economic difficulties felt by several countries in the Near East and North Africa (NENA) in recent years, generating difficult and region-specific challenges for the food and agriculture systems of the region. The COVID-19 pandemic and the consequent economic crisis made a bad situation worse. This report does an extensive review and analysis of policy decisions made by 19 governments in the region in response to the COVID-19 crisis, from March 2020 to May 2020. The broad range of policy decisions were reviewed based on the Food and Agriculture Policy Decision Analysis (FAPDA) database, complemented by information on disruptions of food and agriculture systems and related policy responses provided by regional and country offices. Results from the review indicate what were the major policy responses from most countries in the region, including common policy responses targeting consumers and producers. It further shows that the magnitude of measures implemented in the region is characterized by a somewhat foreseeable divide between oil- and gas-rich countries and all other NENA countries. Benefiting from this consolidated analysis of the regional policy response, the report draws insights and provides general recommendations that may feed the policy debate at the national, regional, and global levels, facilitating better-targeted policy support and contribute to economic recovery with coordinated policy responses across countries.
