Book excerpt: Shortly after 1900, tens of thousands of tobacco growers throughout Kentucky and Tennessee convulsed the region for nearly a decade in a revolt against the monopolistic practices of the American Tobacco Company. Though the revolt known as the Tobacco Wars remains one of the more remarkable insurgencies of rural America, it is also one of the more misunderstood. In this first major account of the uprising in over half a century, Tracy Campbell tells the story of these embattled farmers and casts a provocative new light on the issues that fueled the Tobacco Wars. When tobacco prices fell below the cost of production in the early 1900s, farmers in western Kentucky and Tennessee, faced with desperate economic circumstances, formed cooperatives through which they could pool their crops and withhold tobacco from the market until a satisfactory price was offered. Campbell recounts the organizational underpinnings of the notorious "Black Patch War" and the forces that drove farmers to seek violent solutions to their economic ills. Campbell then expands the story to the burley region, where a simultaneous movement was under way. The violence was so pervasive that the federal government deployed units of the U.S. Army in North Carolina and other southern states to maintain law and order and protect blacks and Unionists. Bluecoats and Tar Heels: Soldiers and Civilians in Reconstruction North Carolina tells the story of the army’s twelve-year occupation of North Carolina, a time of political instability and social unrest. Author Mark Bradley details the complex interaction between the federal soldiers and the North Carolina civilians during this tumultuous period. The federal troops attempted an impossible juggling act: protecting the social and political rights of the newly freed black North Carolinians while conciliating their former enemies, the ex-Confederates. The officers sought to minimize violence and unrest during the lengthy transition from war to peace, but they ultimately proved far more successful in promoting sectional reconciliation than in protecting the freedpeople. Bradley’s exhaustive study examines the military efforts to stabilize the region in the face of opposition from both ordinary citizens and dangerous outlaws such as the Regulators and the Ku Klux Klan. By 1872, the widespread, organized violence that had plagued North Carolina since the close of the war had ceased, enabling the bluecoats and the ex-Confederates to participate in public rituals and social events that served as symbols of sectional reconciliation. Book excerpt: The meaning of race in the antebellum southern United States was anchored in the racial exclusivity of slavery (coded as black) and full citizenship (coded as white as well as male). These traditional definitions of race were radically disrupted after emancipation, when citizenship was granted to all persons born in the United States and suffrage was extended to all men. Hannah Rosen persuasively argues that in this critical moment of Reconstruction, contests over the future meaning of race were often fought on the terrain of gender. Sexual violence--specifically, white-on-black rape--emerged as a critical arena in postemancipation struggles over African American citizenship. Analyzing the testimony of rape survivors, Rosen finds that white men often staged elaborate attacks meant to enact prior racial hierarchy. Through their testimony, black women defiantly rejected such hierarchy and claimed their new and equal rights. Rosen explains how heated debates over interracial marriage were also attempts by whites to undermine African American men's demands for suffrage and a voice in public affairs. By connecting histories of rape and discourses of "social equality" with struggles over citizenship, Rosen shows how gendered violence and gendered rhetorics of race together produced a climate of terror for black men and women seeking to exercise their new rights as citizens. Linking political events at the city, state, and regional levels, Rosen places gender and sexual violence at the heart of understanding the reconsolidation of race and racism in the postemancipation United States.
