Book excerpt: In the early decades of the twentieth century, prostitution was one of only a few fates available to women and girls besides wife, servant, or factory worker. At the turn of the century, cities across China began to register, tax, and monitor prostitutes, taking different forms in different cities. Intervention by way of prostitution regulation connected the local state, politics, and gender relations in important new ways. The decisions that local governments made about how to deal with gender, and specifically the thorny issue of prostitution, had concrete and measurable effects on the structures and capacities of the state. This book examines how the ways in which local government chose to shape the institution of prostitution ended up transforming local states themselves. It begins by looking at the origins of prostitution regulation in Europe and how it spread from there to China via Tokyo. Elizabeth Remick then drills down into the different regulatory approaches of Guangzhou (revenue-intensive), Kunming (coercion-intensive), and Hangzhou (light regulation). In all three cases, there were distinct consequences and implications for statebuilding, some of which made governments bigger and wealthier, some of which weakened and undermined development. This study makes a strong case for why gender needs to be written into the story of statebuilding in China, even though women, generally barred from political life at that time in China, were not visible political actors.

Despite their strict hierarchies, these practices also addressed fundamental antagonisms in sexual relations in serious and constructive ways. Qing fiction abounds in stories of female resistance and superiority. Women—main wives, concubines, and prostitutes—were adept at exerting control and gaining status for themselves, while men indulged in elaborate fantasies about female power. In Polygamy and Sublime Passion, Keith McMahon introduces a new concept, "passive polygamy," to explain the unusual number of Qing stories in which women take charge of a man’s desires, turning him into an instrument of female will. To this he adds a story that haunted the institutions of polygamy and prostitution: the tale of "sublime passion," in which the main characters are a "remarkable" woman and her male lover. Throughout the book McMahon examines how polygamy, prostitution, and the story of sublime passion encountered the first stages of paradigmatic change in the nineteenth century, decades before the legal abolition of polygamy. By the end of the Qing dynasty in 1911, love stories were celebrating the exploits of street-smart prostitutes who fleeced gullible patrons in the bustling city of Shanghai. What do these characters have in common with their early counterparts as men and women became inhabitants of a new city in an era flooded with ideas from radically foreign sources—all of this taking place in a time of economic and cultural dislocation? McMahon reads late Qing love stories in a historically symbolic way, taking them as part of a larger fantasy of Chinese civilization undergoing a fundamental crisis. The polygamous marriage and the affairs of the brothel became metaphorical staging grounds for portraying the destiny of China on the verge of modernity. Finally, McMahon speculates on the changes polygamous sexuality underwent after the Qing dynasty ended and whether it exerted a residual influence in later times. Polygamy and Sublime Passion will undoubtedly engage those interested in Chinese society, culture, literature, and gender studies as well as comparativists seeking to understand the diverse responses to modernization around the world.

When re-examined at the local level, however, both are revealed as periods of state building. In both the Nanjing decade of Guomindang rule (1927-1937) and the early post-Mao reform era (1980-1992), both national and local factors shaped local state building and created variations in local state structures and practices. This book focuses on one key area of the state, taxation and public finance, to trace the processes of local state building in these two eras. Using the records of local tax and finance offices in the Tianjin area and in Guangdong province, the author maps the process by which these county-level offices grew. This book highlights variation in local state structures and practices between localities and between the central and local governments. Book excerpt: Sex work continues to provoke controversial legal and public policy debates world-wide that raise fundamental questions about the state’s role in protecting individual rights, status quo social relations, and public health. This book unites ethnographic research from China, Canada, and the United States to argue that criminalization results in a totalizing set of negative consequences for sex workers’ health, safety, and human rights. Such consequences are enabled through the operations of an exclusionary regime, a dense coalescence of punitive forces that involves both governance, in the form of the criminal justice system and other state agents, and dynamic interpersonal encounters in which individuals both enforce and negotiate stigma-related discrimination against sex workers. Chapter Two demonstrates how criminalization harms sex workers by isolating their work to potentially dangerous locations, fostering mistrust of authority figures, further limiting their abilities to find legal work and housing, and restricting possibilities for collective rights-based organizing. Criminalized sex workers report police harassment, seizure of condoms, and adversarial police-sex worker relations that enable others to abuse them with impunity. Chapter Three describes how sex workers negotiate these restrictions on their rights and personal autonomy via their arrest avoidance and client management strategies, self-treatment of health issues, selective mutual aid, rights-based organizing, and entrenchment in sex work or other criminalized activities. Chapter Four describes how researchers working in countries or locales that criminalize sex work face ethical concerns as well as barriers to their work at the practical, institutional, and political levels.
