Development, as a concept, is often and mistakenly allied with growth and progress. However, the aims and via of development are hinged in human dignity and inalienable rights, coupled with its resultative obligatory duties. Unfulfilled electoral manifestos and duties of Nigerian political bourgeoisies, and incessant and improper military interventions, were harmfully additive to the paralysation of the country's integral development. Remedially, social ethics had laid emphasis on the application of the principles of subsidiarity and solidarity, promotion and protection of the common good, and the priority of individual rights to those of the state. In the Nigerian situation, stresses were laid on: the eschewment of political virulence; injection of complete humanism in the economy; proper state intervention in the plight of the poor; preservation of human rights and the common good; utilisation of the subsidiarian and solidarian principles; and the formation of human capital as an instrument in the combation of pauperism.

As a panacea a split according to ethnic and religious boundaries has been suggested; on the other hand upholding the different strands might spell greater benefits for the country's development. The basic assumption of both views is that ethnic and religious pluralism have led to conflicts, but that they are fuelled by politics, inequitable distribution of economic goods and the negative forces of globalization. In this project, examining these conflicts and the efforts made to resolve them, particular attention will be paid to dialogue and reconciliation. The key practice suggested is convivence: a symbiosis of interactive and interpenetrative approaches, based on intercultural and interreligious hermeneutical perspectives.

Book excerpt: As mass global and social media communications spread across the globe, we are seeing a need for a change in the way we approach issues of political and economic development. The effects of these growing communications are that, on the one hand, we see the significance of place rising, while on the other, marginalized people clamour to be heard and identities become increasingly threatened. We are quickly realizing that a ‘one-size fits all’ approach is not going to work. Despite more than half a century of attempts to address issues of development, we have seen fairly bleak results. In fact, the rising of economic stars, such as Japan and the Pacific Tigers hitherto, and China and India of late, have little to do with such programs of development or cultural studies, notwithstanding their accomplishment. Typically, such successes have developed top-down, with theories born and bred in the ‘West’ affecting,or maligning, practices in the ‘rest’. The approach taken in this book looks at these developments by turning them on their head: instead, starting bottom-up with an emphasis on what the author terms ‘community activation’. With a selection of case studies, this volume looks at where community activation can be found and explores how it could evolve and be of use in developing societies at large. For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.

Drawing on Africae Munus, the Post-Synodal Apostolic Exhortation of the Second African Synod (2011), and Bernard Lonergan's notion of culture, African Catholicism and Hermeneutics of Culture argues that to truly be "the spiritual 'lung' of humanity," African Catholicism must appropriate the Christian message to transform African attitudes and personhood and so foster a self-reliant commitment to integral African development.
