Book excerpt: This publication is concerned with the quality of school teaching and how best to raise standards in order to maximise student learning. The report is from an evaluation of the effectiveness and quality of the intitiatives funded in 2001 and 2012 under the auspices of the Quality Teacher Program (QTP) in the Northern Territory. A team of researchers from Australian Council for Educational Research (ACER) evaluated the effectiveness and quality of the professional development initiatives funded under the NT QTP, and the extent to which the intended outcomes of the QTP had been achieved. It also contributed to the development of a framework for ongoing and sustainable school-based professional development in Northern Territory schools. Specifically, it: identified changes in teacher knowledge and practices which occurred because of access to the QTP teacher professional development; examined the implementation of action learning strategies in the QTP; and collected information on the extent to which the NT QTP met the Commonwealth aims for QTP of lifting the quality of teaching through targeted professional development, and enhancing professional standards and the status of teachers in both government and non-government schools. This ambitious and innovative program began in 1973 and at different times it operated in English and 19 Aboriginal languages in 29 very remote schools. The book draws together the grassroots perspectives of Indigenous and non-Indigenous practitioners and researchers. Each chapter is based on rich practitioner experience, capturing bottom-up aspirations, achievements and reflections on this innovative, yet largely undocumented language and education program. The volume also makes use of a significant collection of ‘grey literature’ documents to trace the history of the program. An ethnographic approach has been used to integrate practitioner accounts into the contexts of broader social and political forces, education policy decisions and on-the-ground actions. Language in education policy is viewed at multiple, intersecting levels: from the interactions of individuals, communities of practice and bureaucracy, to national and global forces. The book offers valuable insights as it examines in detail the policy settings that helped and hindered bilingual education in the context of minority language rights in Australia and elsewhere.

Book excerpt: This document reports the Northern Territory Primary Assessment Program (Australia), which monitors student achievement in reading and mathematics in grades 5 and 7 in urban primary schools and grade 5 to post-primary in Aboriginal schools. The aim of the program is to provide teachers with a set of assessment materials and provide information regarding the academic achievement of students at the end of primary schooling. This study focused on the operation of the program in schools and the perceptions of teachers and other personnel involved with the program. Data were collected by a questionnaire-survey of 185 teachers and school visits to 19 urban schools and 10 rural Aboriginal schools. Results of the study indicate the following: (1) many teachers have little understanding or knowledge of the program; (2) some schools have incomplete sets of materials; (3) teachers expressed doubts about the relevance of certain program materials for classroom use; and (4) only about half of all Aboriginal schools participate in the program. In schools where the program has been properly implemented it makes a valuable contribution; therefore, active participation must be ensured for all schools to take advantage of the program's potential. Appendices include procedures for improving test item quality, interview schedules, sample questionnaires for urban and Aboriginal schools, and a sample program evaluation form. (LP)

Book excerpt: In the Northern Territory, curriculum, pedagogy, assessment and reporting is governed by the Northern Territory Board of Studies (NTBOS) for Transition to Year 10 and the South Australian Certificate of Education (SACE) Board for Years 11 to 12. The NTBOS recognises the diverse needs of the schooling sectors and individual school communities that exist throughout the Northern Territory. Factors including geolocation, mobility, cultural heritage, language and other needs, mean that curriculum, pedagogical, assessment and reporting practices will need to be responsive to community specific needs. The NTBOS has a service agreement with the SACE Board of South Australia to offer curriculum and provide assessment and reporting provision for the Northern Territory Certificate of Education and Training (NTCET). The SACE policies also apply to the NTCET. This framework provides statements of expectation for all Northern Territory educators to ensure quality education is provided. The guidelines advise school communities on how effective use of curriculum, pedagogy, assessment and reporting processes support schools to implement their explicit improvement agenda. This framework is a reference point from which leaders of Government, Catholic and Independent schools work in partnership with school leadership teams and teachers to implement curriculum, pedagogical, assessment and reporting practices in ways that: support each school in their transition from good to great (McKinsey & Company, 2010) value the professional knowledge of teachers and paraprofessionals, reflect local school contexts and are inclusive of an individual student's family, linguistic, cultural and community background.
